At the Zambia International Mining and Energy Conference #ZIMEC with Support from @UGHighCommDAR Uganda’s commitment to resource-led transformation was on full display. During the Local Content and Beneficiation Panel, the CEO @humfas of the Uganda Chamber of Energy and Minerals (UCEM) delivered a masterclass on how intentional policy creates industrial reality.
Our CEO articulated Uganda’s strategic roadmap for ensuring that the extractives sector serves as an engine for national development, focusing on:
* Meaningful Participation: Moving beyond "check-the-box" compliance to ensure local companies hold high-value roles in the supply chain.
* SME Scalability: Creating the financial and regulatory environment for small businesses to grow into sustainable industrial players.
* Human Capital: Investing in world-class skills to ensure a competent, future-ready national workforce.
* In-Country Value Addition: Transitioning from raw material exports to sophisticated industrial processing.
🌍 A key highlight of the discussion was the push for a Tiered Local Content Policy a new vision of local content, a framework that positions Uganda not just as a national success story, but as a regional and continental powerhouse.
* National First: Prioritizing Ugandan citizens and businesses to secure the domestic foundation.
* Regional Next: Opening doors for East African partners to build integrated, resilient supply chains.
* Continental Always: Leveraging the AfCFTA to ensure Africa retains the maximum share of its resource wealth.
By championing this National → Regional → Continental approach, Uganda is leading the charge in breaking down trade barriers and fostering a "Made in Africa" energy and mining ecosystem.
💡 The Bottom Line is that Local Content is more than a policy, it is a commitment to empowering people and ensuring that natural resources translate into tangible economic dignity for every citizen.
