Solana governance has a problem: 1.2M stakers, zero voice.
SIMD-228 proved it = 61% support, still failed, and stakers couldn't vote independently of their validator.
We partnered to build a Snapshot NCN to address that. Heavy computation off-chain, verification on-chain via Merkle proofs. Stake-weighted voting where delegators can override their validator's position.
Simple, auditable, and ready for the first governance vote.

Additionally, the scheduler determines slot boundaries based on time whereas banking uses tick counts. Perhaps this is also contributing to the issue. 🧵2
The 400 ms block time in Solana sometimes doesn't hold. Our tests indicate an extra delay, potentially due to assumptions in poh_service. We suspect entry hashing is treated the same as simple hashing but they take different amounts of time. 🧵1
