A66.4 of the FIFA Disciplinary Code and A10.5 of the World Cup Regs specifically state a red carries an auto suspension for the next match. FIFA decided A27 can overrule it, even though it doesn’t legally.

You could use multiple TBMs, but that would obviously push out the timescale.
