You can only protect private property locally. That’s the foundation of a free society. In our natural state you and me defend our individual caves when we trust each other we watch each other’s caves. That’s the voluntary mutual self defense pact.
We can only verifiably pick a local representative to send to an assembly of like minded communities. We have no way to know if they picked their reps freely because we don’t live there and can’t verify reliably. Which is why the assembly has to be limited in power. We only need the assembly to serve at a layer that we can’t handle locally.
