दुर्भाग्यपूर्ण है कि BJP सरकार CRPF, BSF, ITBP, SSB, CISF सहित सभी CAPF बलों के करियर प्रोग्रेशन को रोकने और सुप्रीम कोर्ट के आदेश को पलटने के लिए नया कानून लाई है।

ऐसे महत्वपूर्ण विषय पर स्वयं गृहमंत्री जी को होना चाहिए था। CAPF जवानों के भविष्य के साथ खिलवाड़ हो रहा है और गृहमंत्री जी के पास सदन में आने तक का समय नहीं है।

CAPF बिल एक बिल नहीं है, बल्कि देश की सुरक्षा व्यवस्था, लोकतंत्र और संवैधानिक मूल्यों पर सीधा प्रहार है।

आज लोकसभा के सदन में मैंने स्पष्ट कहा कि Supreme Court of India ने साफ निर्देश दिया था कि CAPF अधिकारियों के साथ हो रहे अन्याय को समाप्त किया जाए और उन्हें Indian Administrative Service और Indian Police Service के समकक्ष व्यवस्थित सेवा का दर्जा दिया जाए। लेकिन सरकार उस फैसले को लागू करने के बजाय कानून बदलकर उसे निष्प्रभावी करने की कोशिश कर रही है।

जब फैसला पक्ष में होता है तो स्वीकार, और जब खिलाफ होता है तो कानून बदल दिया जाता है — यह कैसी परंपरा स्थापित की जा रही है?

CAPF के अधिकारी UPSC के माध्यम से चयनित ग्रुप ‘A’ अधिकारी हैं, उनकी योग्यता और क्षमता किसी भी स्तर पर IPS से कम नहीं है। देश की सीमाओं से लेकर आतंकवाद, नक्सलवाद, आपदा प्रबंधन और चुनावों तक—हर जगह CAPF ने अपनी निष्पक्षता और क्षमता साबित की है। यही कारण है कि चुनावों में भी इन बलों की तैनाती होती है, क्योंकि देश को उन पर भरोसा है।

लेकिन यह बिल उस भरोसे को तोड़ने वाला है।

जब नेतृत्व ऐसे अधिकारियों के हाथ में होगा जो सीधे सरकार के नियंत्रण में हों, तो क्या CAPF की निष्पक्षता बरकरार रह पाएगी? क्या यह चुनावों को प्रभावित करने का एक नया औजार नहीं बनेगा?

सरकार से सीधा सवाल है—क्या आपको अपने ही CAPF अधिकारियों पर भरोसा नहीं है?

सच्चाई साफ है—यह बिल CAPF को मजबूत करने के लिए नहीं, बल्कि उस पर नियंत्रण स्थापित करने के लिए लाया गया है।

पुलवामा से लेकर दंतेवाड़ा, मणिपुर से लेकर चीन सीमा तक—हर चुनौती में CAPF के जवानों ने अपने प्राणों की आहुति दी है। लेकिन जब उन्हें सम्मान और अधिकार देने की बात आई, तो सरकार उन्हें दंडित करने वाला कानून लेकर आ गई।

यह अन्याय है, और इसका पुरजोर विरोध होगा।

मैं स्पष्ट कहना चाहता हूं—आने वाले समय में जब INDIA गठबंधन की सरकार बनेगी, तो इस कानून को पहले ही सत्र में रद्द किया जाएगा।

लोकतंत्र, संविधान और हमारे वीर जवानों के सम्मान के लिए यह लड़ाई जारी रहेगी…

मैं केंद्रीय सशस्त्र पुलिस बल विधेयक 2026 का पुरजोर विरोध करता हूं।

बेहद अफसोस की बात है कि जो सरकार चुनाव में जवानों के नाम पर वोट मांगती है, वही सरकार उनके अधिकारों को रौंदने से पीछे नहीं हटती।

जो जवान देश की आंतरिक सुरक्षा को संभालते हैं, आज उन्हीं के साथ अन्याय किया जा रहा है। ये विधेयक जवानों के मनोबल पर सीधा आघात है।

मेरे लोकसभा क्षेत्र रोहतक (मोखरा) के जांबाज CRPF के असिस्टेंट कमांडेंट अजय मलिक जिन्होंने हाल ही में छत्तीसगढ़ में नक्सलियों से लोहा लेते हुए अपना एक पैर गँवा दिया, उनके अदम्य साहस की शौर्य गाथा आज देश की संसद में ​सुनाई और CAPF कर्मियों के अधिकार देने की मांग की।

लेकिन दुर्भाग्य की बात है कि अनेक वीरता मेडल से सम्मानित असिस्टेंट कमांडेंट अजय मलिक 14 साल वीरता से देश सेवा करने के बाद आज भी अपनी पहली पदोन्नति (प्रमोशन) का इंतजार कर रहे हैं। भाई अजय मलिक की तरह ही राजस्थान के कमांडेंट चेतन चीता, बिहार के असिस्टेंट कमांडेंट विभोर, महाराष्ट्र के असिस्टेंट कमांडेंट सागर बुराडे जैसे सैंकड़ों CAPF कॉडर आफिसर आज भी अपने प्रमोशन का इंतजार कर रहे हैं।
