اس ملک میں حیرت کی کوئی بات نہیں، جہاں اقتدار کے ایوان بھی میرٹ کے بجائے طاقت اور دھاندلی کے سہارے آباد ہوں، وہاں ہسپتالوں میں بھی پیشہ ورانہ معیار کا جنازہ نکل چکا ہو۔ جب فیصلے کرنے والے خود اہلیت سے عاری ہوں تو پھر نیچے تک یہی زوال پھیلتا ہے۔ یہاں ہر شعبہ ایک مذاق بن چکا ہے، جہاں سیکیورٹی گارڈ ڈاکٹر بن جاتا ہے اور عوام تجربہ گاہ کا ایندھن بن جاتے ہیں۔

یہ وہی نظام ہے جہاں “جس کی لاٹھی، اس کی بھینس” صرف کہاوت نہیں بلکہ ریاستی پالیسی بن چکی ہے۔ فارم 47 کی پیداوار، یہ حکومت اور اس کے سرپرست، عوام کو بنیادی سہولتوں سے محروم کرکے بھی مطمئن ہیں، کیونکہ ان کے نزدیک عوام کی تکلیف کی کوئی حیثیت نہیں۔ ان کے نزدیک اقتدار کا تسلسل اہم ہے، چاہے اس کے لیے اداروں کو تباہ کرنا پڑے یا عوام کی زندگیوں سے کھیلنا پڑے۔
