It just makes an account holder pay more, a scheme for US banks to earn more money out of their clients' hard-earned money. If an account doesn't have enough balance to cover a transaction, it shouldn't go through. The merchant should instead follow up with the customer.

In US banking, an overdraft occurs when you make a transaction that brings the balance of your bank account to negative. At that point, your bank account is considered overdrawn and you will have to pay what's known as an overdraft fee. This system doesn't really help at all.
