Charges will be applicable to merchants, meaning when you pay vendors/shopkeepers then those vendors/shopkeepers have to pay to banks, same as visa master debit credit card transactions. Also banks were already charging the transactions fee to payment processing partners like paytm, cash free,razorpay so ultimately these payment transaction processing partner were taking the hit of per transaction fee charges by banks. After this bill implementation, P to M, meaning person to merchant transactions will be chargeable to the merchants. P2P meaning Person to Person transactions will not have any charges. Hope it clears the doubt
