STATE AUDITOR SAYS DUTERTE STAFF ASKED COA NOT TO ISSUE AUDIT OBSERVATION MEMORANDUM

JUST IN: State auditor Roderick Wamil says he was called to a meeting in September 2023 where Vice President Sara Duterte’s staff, including Zuleika Lopez and Michael Poa, asked that the Commission on Audit issue only an audit query instead of an audit observation memorandum (AOM).

An AOM is a written notice informing an agency of audit deficiencies and requiring it to submit explanations or supporting documents.

Wamil said the COA proceeded with issuing an AOM that month because there is no provision of a simple audit query under the joint circular governing confidential funds. | @eimorpsantos

WHO IS ATTY. VIRGIL LIGUTAN BEFORE THIS WEEK?

Atty. Virgil Ligutan was a pro bono human rights lawyer before being thrust into the national spotlight this week.

He helped free Bambi Beltran: an award-winning artist, writer, and recipient of the 2020 Deutsche Welle (DW) Freedom of Speech award.

She was arrested on April 19, 2020 without a warrant and was detained for 60 hours because her satirical FB post about the COVID-19 situation in Sitio Zapatera had enraged the late Cebu City Mayor Edgar Labella.

Her second arrest came on August 12, 2020, on a cyber-libel case filed by an April Dequito.

The third arrest was on May 26, 2023 when police from the Criminal Investigation and Detection Group Cebu Provincial Field Unit (CIDG-PFU) appeared at Beltran’s doorstep around 4 pm.

Ligutan took on the case and made sure that Bambi would get the best legal aid she could. The case has since been dismissed.

And now, he’s a pro bono private prosecutor for the House of Representatives still fighting for human rights and accountability in the impeachment trial of BP Sara Duterte.
