1. Have a minimum of two (2) years of field experience in the agricultural extension sector, either as: * An Agricultural Extension Agent, or * An Input Dealer working directly with farmers.
2. Possess a valid and functional email address and phone number.
3. Have a functional bank account with a name that exactly matches the name on their National Identification Number (NIN).
4. Be able to read and write.

State Police: 7 Major Concerns and How the Amendment Addresses Them
The establishment of State Police has generated widespread debate, particularly over concerns that it could be abused by those in power. To address these fears, the constitutional amendment introduces several safeguards aimed at promoting accountability and preventing abuse.
However, the effectiveness of these safeguards will depend not just on their inclusion in the Constitution, but on their faithful implementation. Laws alone do not guarantee accountability. Strong institutions and vigilant citizens do.
1. Concern: Governors may appoint only loyalists as Commissioners of Police.
How the amendment addresses it:
A Governor cannot appoint a Commissioner of Police at will. Before any appointment can be made, the National Police Council must first recommend the candidate. The appointment must also be approved by a two-thirds majority of the State House of Assembly.
2. Concern: Governors may issue arbitrary or unlawful directives to the Police.
How the amendment addresses it:
Governors are empowered to issue only lawful directives relating to the maintenance of public safety and public order. Where a Commissioner of Police believes that a directive is unlawful, the amendment allows the matter to be referred to the State Police Service Commission for review.
3. Concern: State Police could be used to intimidate political opponents or silence critics.
How the amendment addresses it:
The amendment expressly prohibits a Commissioner of Police from arresting, detaining, investigating, or using force against any person merely for criticizing the government, except where such action is authorized by law.
4. Concern: The Federal Government may interfere unnecessarily in state policing.
How the amendment addresses it:
Federal intervention is limited to specific circumstances. It may only occur where there is a complete breakdown of law and order that the state cannot manage, or where the Governor requests federal assistance. Even then, the Federal Government must obtain the Senate’s approval within 48 hours.
5. Concern: Commissioners of Police may be removed for political reasons.
How the amendment addresses it:
A Commissioner of Police cannot be removed arbitrarily. The amendment requires that removal must be based on constitutionally recognized grounds and approved by a two-thirds majority of the State House of Assembly.
6. Concern: The Inspector General of Police could still be removed at the President’s discretion.
How the amendment addresses it:
The amendment provides that the Inspector General of Police can only be removed on specified legal grounds, with the approval of the Senate.
7. Concern: There may be insufficient accountability over State Police.
How the amendment addresses it:
The amendment creates multiple layers of oversight through the National Police Council, the State Police Service Commission, the State House of Assembly, and, where necessary, the Senate. This is intended to ensure that no single authority exercises unchecked control over State Police.

4. The education of my children has nothing to do with my politics. Interestingly, a school in Lagelu Local Government in Oyo state called Nickdel College was a top consideration for us. We however settled for this school because his cousin that he grew with was already there. That helped his assimilation.
5. Trying to turn the location of my kids’ schools to where I won my election na offside. Any agenda to highlight lack of quality schools in Oyo state should be directed to the state governor and his local government chairmen. Guess the location of the schools of the kids of our governor?

Gov. Seyi Makinde’s recent outburst accusing President Tinubu of "wasting time" on State Police and claiming Lagos boycotted Amotekun for political points is just a masterclass in deflection. When a Governor is grappling with rising insecurity in his own state, the instinct to scapegoat the center is predictable.
Makinde claims Lagos ignored Amotekun to appease PBAT is entirely False with the President being the one of the voices that clamoured for a local security network to aid the federal efforts on Security.
Makinde praises Amotekun as his glorious "stop-gap," yet the reality in Oyo is tragic underfunding. While Lagos mobilizes billions for the welfare and resources of all security apparatus in Lagos state, Oyo sends brave Amotekun operatives into forests with pump-action rifles to fight AK-47-wielding syndicates. Press conferences don’t buy ballistic vests.
If Gov. Makinde cannot adequately finance, equip, and manage his own regional vigilante group, how does he plan to shoulder the colossal financial burden of a full-fledged State Police? State policing requires forensic labs, armories, pensions, and unassailable funding, not just loud rhetoric.
President Tinubu understands that constitutional security reform requires meticulous legality and rigid economic frameworks, not rushed politics to distract from local failures.
Before lecturing the architect of Nigeria’s most successful security funding model, Gov. Makinde owes the people of Oyo State a duty of care. Elevate Amotekun from a poorly funded political prop into a tactically superior force. Until then, the lectures remain hollow.
