Less tone deaf than non-tonal one, yeah I think so. But you can't compare the number of tones to notes. Eg. Thai has five tones but there are at least 7 octaves (Standard piano as reference).

Tonal language speakers having perfect pitch is quite a misinformation. The prime example is me who is still tone deaf asf, especially when the tone of the word and the note of the melody don't go the same way.
