🚨 Breaking: UK Immigration Changes After the 2025 White Paper
Here’s a summary: In May 2025, the UK Government published the White Paper “Restoring Control Over the Immigration System” to cut net migration by making it harder to enter and settle long term in the UK.
Many entry route changes are already in force; the major settlement reforms are still pending.
Example of changes already in force are:
• Skilled Worker visas: Reduced eligible jobs; social care workers banned from overseas recruitment.
• Student route: Tougher sponsor rules; Graduate visa shortened to 18 months (from Jan 2027); £925 annual student levy from 2028.
• English language: Higher B2 standard for many visas and for settlement (from March 2027).
• Some easing for high-skilled Global Talent and High Potential routes.
The Big One: “Earned Settlement” (Indefinite Leave to Remain / ILR)
This is the most significant change and has not yet come into force. The public consultation closed in February 2026 (over 200,000 responses). Final policy is still under review.
Current system
Most people qualify for settlement after 5 years on qualifying visas.
Proposed “Earned Settlement” model:
• Minimum requirements (before any time counts): No serious criminal record, minimum earnings/income for 3–5 years (exemptions possible), higher B2 English.
• Variable qualifying periods (instead of flat 5 or 10 years):
• Fast-track (3 years): Very high earners (£125k+).
• 5 years: High-skilled workers (e.g. healthcare/teaching above salary thresholds), certain family visas, Hong Kong BNOs, volunteers.
• Baseline 10 years: Standard cases.
• Longer (15–30+ years): Lower-skilled jobs, benefit claimants, illegal entrants.
• Family members generally qualify in their own right.
• Possible ongoing benefit restrictions even after settlement.
People already in the UK: The proposal is to apply the new rules to EVERYONE without ILR yet (no automatic protection for most groups, though some transitional arrangements exist for refugees). EU Settlement Scheme holders are fully protected.
Timeline for Settlement Changes
• Announcement: Expected in autumn 2026 (around September/October).
• Enforcement: Most likely 2027 (rules may be laid in autumn 2026 but come into force later, similar to the B2 English requirement).
Action point: If you or someone you know is on a path to settlement, prepare and act fast. Check your eligibility now under current rules, gather evidence, and consider applying before the changes hit, once implemented, the new “earned” requirements will likely apply retrospectively to those still waiting. Consult an immigration adviser for personalised advice.
