Mufti Fawzan, doesn't reject takfir of Bashar, but rather he is addressing a greater more dangerous topic here, which is the masses, especially at that time in the 2010s became busy with takfir and ignored actual religious study and learning of foundations, of Fiqh, of prayer of Aqedah etc.

So the point is, is that Takfir is for the scholars, for the masses they should be focusing on learning the religion and not busy themselves with takfir,

Nowhere in this clip is a denial of takfir of Bashar, but rather Shaykh Fawzan being aware and astute to the trap he is being led into, is able to maneuver out and answer the question brilliantly.
