This is based on number & quality of posts mentioning your ICO as well as number of likes and RT. The only way to appear in the rankings is to be more popular on Twitter.

For context, the algorithm today does not replace doing your own research on the quality of the most trending ICOs. We only flag the level of twitter buzz. We do remove recognised scam ICOs though.
@eunnovax Thanks for the feedback, appreciate it! We uncovered today a bug on ArcBlock in our database that made it not appear. We just fixed it and it's now in 5th position on https://t.co/x76pmIn9eP. For the others, they are quite popular indeed, but not in the top 10 right now.
