Biden did not kill the Keystone pipeline. It's been operational since 2010.
The Keystone XL pipeline, however, was NEVER operational. So you can't decrease oil supply from a pipeline that never existed. Besides, none of the Keystone XL oil was meant for the U.S. It was being shipped overseas.

As far as oil and gas leases:
Federal data shows the Biden administration approved 3,557 permits for oil and gas drilling on public lands in its first year, far out pacing the first Trump administration's first-year total of 2,658.

As far as the oil reserves:
