They are the ones with minimal to no profits since the ofgem cap is often backwards looking and lags regarding the market price on what the suppliers pay and are allowed to charge. The gov have to pay the difference as long as the the cap is in place meaning more borrowing.

Energy industry has many players. The producers selling the energy on the open market (every country is trying to outbid each other) are the ones profiting. The suppliers that buy that energy and sell it to us will do so at a loss after the gov capping the cost.
