You can be majority non sub saharan and black

Black Americans are not homogeneous.

A 30% European/black american is "black"

The basle line for "black" at the moment is already 20% European.

African isn't even a real racial identity itself but it typically refers to sub saharan Africans. North Africans are "African" yet not the same race as dark skined coiled hair sub saharans.

The contention is black = sub saharan

The south African government could find no way to alleviate the concerns of its majority population so now we have this.
