The last Tory Government treated Wales as a colony. There is now an opportunity for Treasury and UKG to modernise its relationship with devolved national + regional Governments + put it on a proper constitutional footing starting with the a radically needs based fiscal framework

The 'Council of Nations and Regions' has one Scottish and one Welsh representative out of 18. This shows the ridiculousness of any scheme that treats the nations of Scotland and Wales on a par, not with England, but with individual English city-regions.

Why is it 25yrs after Wales voted for devolution, that powers over rail, energy (so essential economic infrastructure) & major fiscal levers were not and still have not been....you can't change/improve an economy if you only have powers over spending depts like health?!?!
