Justice Madlanga pressed Matlala’s legal team for clarity on its argument that his Section 35 rights prevent him from answering certain questions before the Commission.
The Chairperson said the Commission needs to understand what General Mkhwanazi’s question to Matlala was, as this could help establish what the matter was actually about and whether Matlala was indeed an accused person at the time.
Justice Madlanga further challenged counsel to explain exactly what offence or matter Matlala is an accused person in, questioning the basis for relying on the constitutional protections afforded to accused persons.
The legal argument over Matlala’s refusal to answer continues.

Today, we joined the City’s #ReASpana operation in Garsfontein. We were alerted by concerned community members about a poorly maintained property.
The problematic property has an accumulation of waste, fighting and excessive noise by occupants. The property has an outstanding municipal electricity debt of R169,000.
We found three people on the premises, but we have been told that an estimated 12 people reside there, including a child.
The occupants also disclosed that they use drugs. The City's social workers will assist those in need with the appropriate support and services.
The City will continue to take action against owners of abandoned or problematic properties in accordance with municipal by-laws. Council recently approved the Problem Building and Property Management By-Law. This strengthens the City’s ability to protect communities against problematic landlords. @CityTshwane
