🚨 ₱418,204,839.93 IN UNPAID AGRI DEBTS FOR ALMOST 10,000 FARMERS IN BICOL REGION OFFICIALLY WIPED OUT!
The Certificate of Condonation with Release of Mortgage (CoCRoMs) were distributed yesterday, June 30, 2026, at the Ibalong Centrum for Recreation (ICR), Legazpi City, Albay.
HIGHLIGHTS:
1. The titles and certificates cover a total of 15,533.92 hectares of agricultural land.
2. A total of 9,920 Agrarian Reform Beneficiaries (ARBs) from all six Bicol provinces (Albay, Camarines Sur, Camarines Norte, Catanduanes, Masbate, and Sorsogon) received assistance.
3. The distribution included 11,247 land titles and CoCRoMs.
4. DAR also turned over three new farm-to-market roads in Polangui, Libon, and Oas, Albay, to help local farmers transport their produce.
5. This initiative is part of Republic Act No. 11953 (New Agrarian Emancipation Act), designed to free farmers from long-standing land debts.
🚨PBBM ALSO ACCEPTED PRIVATE DONATIONS. WHY ONLY TARGET MARCOLETA?
This narrative is a misleading spin. Detractors are trying to argue that since Pres. Bongbong Marcos also accepted campaign donations in 2022, Marcoleta shouldn't be singled-out for a plunder case.
Let’s see:
1. Marcos properly declared his ₱624M campaign contributions in his 2022 SOCE (Statement of Contributions and Expenditures).
Because the funds were officially on the record, there are no anomalies or hidden wealth in his SALN.
2. Sen. Rodante Marcoleta declared "zero" contributions on his SOCE. However, he later admitted on national television that he actually received ₱75M from three private donors.
3. While Marcoleta managed to escape an election offense under the *Penera doctrine* (because the money was received before the official campaign period), he completely violated anti-graft laws.
4. Marcoleta’s ₱75M was nowhere to be found in his 2025 SALN, which only showed a total net worth of ₱51M.
5. In short, BBM followed the law by publicly recording his campaign funds. Marcoleta hid his, and he is now facing non-bailable charges of “Plunder and Indirect Bribery”.
7. It is “plunder” because the hidden campaign money exceeded the ₱50 million legal threshold.
8. It is “indirect bribery” because a public official accepted millions in exchange for potential favors or influence tied to his office.

🚨FACT CHECK: The President Stole ₱60B From PhilHealth and Has Not Returned It
I was reading a post by my friend, Zeno Martinez, about PBBM visiting the NKTI Legacy Building, which will soon be Southeast Asia’s biggest dialysis center.
The very first comment on the post demanded that the President return the ₱60 billion he stole from PhilHealth.
Seriously?
Let us look at the facts. Where exactly is the “stealing” in this situation?
1. The only reason this PhilHealth fund became an issue in the first place is because ₱60 billion of idle, unspent funds was transferred back to the National Treasury.
2. Why was it returned to the Treasury?
Because under the national budget rules, unspent funds of REGULAR government agencies like DepEd, DPWH, etc., expire and automatically go back to the National Treasury.
In other words, you either use it or lose it.
3. This transfer was challenged at the Supreme Court because PhilHealth is not a regular agency but a government-owned corporation (GOCC) governed by the Universal Health Care Act (UHC).
4. Under the UHC, PhilHealth’s money is a special trust fund, which means it is illegal to transfer its reserves to the national government.
5. What happened was that the Department of Finance treated PhilHealth like a regular agency.
6. The Supreme Court ruled the transfer as illegal in December 2025.
7. To return the funds legally, Congress officially allocated the ₱60 billion to PhilHealth under the 2026 national budget.
8. DBM then issued the fund release order (SARO) on April 21, 2026, following the approval of the Office of the President.
9. PhilHealth has already confirmed that the entire ₱60 billion has been fully received back into its special trust fund for patient benefits.
So, where in that process did the president steal anything?
Not a single centavo!

🔥IBP Upholds Validity of Senate Quorum Under Avelino Doctrine
The Integrated Bar of the Philippines (IBP) 27th Board of Governors has released an official statement addressing the controversy surrounding the Senate's June 3, 2026 session.
Grounded in established jurisprudence, the IBP clarified how a legislative quorum should be determined when certain members are completely incapacitated or missing.
1. The IBP emphasizes that constitutional rules must be interpreted practically so that the Senate can function effectively and not be paralyzed by members who cannot realistically attend.
2. Two senators were excluded from the total count because they are beyond the Senate's reach—one is currently detained for a non-bailable offense, and the other's whereabouts have been unknown since May 11, 2026.
3. By excluding those two unreachable members, the total number of available senators used to determine a quorum dropped from 24 down to 22.
4. Following the landmark Supreme Court *Avelino vs. Cuenco* doctrine, a quorum requires a majority of the *available* members, not the entire roster. Therefore, the 12 senators physically present successfully constituted a legal majority of the 22 available.
5. There’s the presumption of regularity. Because a valid quorum was met, the June 3, 2026 session was entirely lawful, and all acts, resolutions, and decisions made during it are presumed official and legally valid.
