Both Rwanda and the DRC are justified in their allegations against each other..

The difference between the two actors lies in their stated objectives.
The AFC/M23 presents itself as a politico-military movement advocating institutional reform within the Congolese state,advocating for a Congo free from tribalism and systemic corruption, and for the effective functioning of public institutions.
En revanche, FDLR is broadly characterized by its ideological continuity with actors implicated in the 1994 genocide against the Tutsi in Rwanda, with objectives that extend beyond conventional political reform and remain deeply linked to Kayibanda's plan of having only one ethnic group in the country.
