As one of the complainants, and as Counsel for the Ilonggo Lawyers and Physicians who filed cases involving the illegal use of public funds under Article 220 of the Revised Penal Code, violations of Republic Act No. 3019 (Anti‑Graft and Corrupt Practices Act), plunder under Republic Act No. 7080, and grave misconduct, we have yet to receive a copy of the Resolution allegedly dismissing the cases against Recto and Ledesma.
We note that there have been other complaints filed against them before and after us, thus we cannot issue a clearer statement at this time, until we learn which case the reports pertain to.
Nevertheless, it is a sad day for accountability and responsibility in the utilization of public funds, particularly the PhilHealth funds.
We still firmly believe there was evident bad faith in facilitating the transfer of ₱60 billion in PhilHealth reserve funds to the National Treasury, ultimately undermining the trust of the Filipino people.
The number of people from the public and private sectors coming forward to seek accountability from Recto and Ledesma through duly constituted authorities should be considered here, as this indicates that we have seen, and we do know, that something is wrong, and therefore we are taking the initiative to ask our institutions to look further into these messes.
The Filipino people, who have struggled time and time again, need this accountability now more than ever.
Pending further details, we will pursue the appropriate legal recourse on this matter.

Lawyers cannot be expected to know everything about the law. In my 14 years in the profession, I have never met a lawyer who knows it all. I admire many colleagues who are excellent in their chosen fields and who bring honor to the legal profession—and they are many.
There are legal issues that are genuinely debatable, where an exchange of positions is both healthy and necessary. But there are also matters involving facts and legal rules that must be stated with complete accuracy. It is not enough to say that we merely “understood it differently.”
As professionals, we owe something to the legal profession, to our colleagues, and to the public: when we agree to a live or public interview and expect legal questions, we must prepare beforehand. And when confronted with a question where we are uncertain of the correctness of our answer, there is nothing wrong with politely declining to answer immediately or promising to verify and get back later.
What we say publicly carries weight. For a careless or vulnerable member of the audience, our statements may become the basis of decisions or actions that could affect not only themselves but also the people around them. We owe the public diligence, caution, and accuracy in what we say.
There is no shame in admitting the limits of our knowledge of the law. On the contrary, it is an opportunity to become better lawyers—so we may better serve our clients, uphold the profession, and speak more responsibly in public the next time.
