Das Gesetzgebungsverfahren der EU besteht aus Rat und Parlament. In der zweiten Lesung, die genau so in den Verträgen steht, muss das Parlament mit absoluter Mehrheit den Ratsstandpunkt verändern.

Tatsächlich wird aber so gut wie nichts in zweiter Lesung behandelt. Das ist schon ungewöhnlich. Das Dringlichkeitsverfahren in der zweiten Lesung anzuwenden, ist aus meiner Sicht sogar rechtswidrig. Meine Kollegin @IJoveva hat in einem Geschäftsordnungsantrag heute vor der Abstimmung auch noch mal drauf hingewiesen. Wir prüfen weitere rechtliche Schritte.
