But listening is always helpful and I guess in case of emergency I would assist people asking for help no matter how “unlicensed” they are or how restricted the freq they are using is. In case of emergency that is. Hope this helps

In short, buy something like “Baofeng UV5R” and learn about frequencies and where to find people to *legally* talk to. Be advised that you’d need a license yourself in order to use certain frequencies.
