The US sanctioned former DRC President Joseph Kabila for financially backing M23 and the AFC rebel coalition. But if Washington is serious about accountability and not just optics, the next names on the OFAC list need to be @PaulKagame and Crystal Ventures Ltd.

Kabila is a financier operating in the margins. Kagame commands the Rwanda Defence Force, the very institution OFAC sanctioned in March for providing direct military, financial, and logistical support to M23.

Crystal Ventures, the commercial arm of Rwanda’s ruling @rpfinkotanyi, is the economic engine that converts Kigali’s strategic interests in eastern #DRCongo into institutional revenue. It is not a bystander. It is a beneficiary.

Sanctioning a deposed president while the sitting head of state and his party’s business conglomerate operate without consequence is not accountability. It is a warning shot fired in the wrong direction.
