Various reports of an airstrike/quadcopter attacks on civilians in Surab district, as reported on social media and by Balochistan-based online media outlets, are deeply disturbing. The images coming out of the area are very horrifying that show women, men and children under the rubble, disfigured bodies and some uncovered in blood.

As if enforced disappearances, extrajudicial killings, and the criminalisation of dissent through the Fourth Schedule and collective punishment were not enough, the government and military establishment now appears to have resorted to airstrikes and quadcopter attacks against civilian populations.

My heart cries with the loss of innocent lives and pictures of children killed in the attacks shared on social media should be a matter of concern and shame for authorities. One can’t make peace with killing innocent children.

The family members of the civilians killed in the attacks are staging a sit in on main highway with 5 dead bodies of their loved ones. According to locals, two dead bodies were very disfigured and that were buried. At least 20 were injured and some bodies are still under the rubble.

I call for a full, independent, and transparent investigation into this incident. I also urge Pakistan’s civil society organizations and human rights groups to speak out against this barbarism. Silence must not allow such violence to become normalized in Balochistan.

عوامی طاقت کا اصل پیمانہ یہی ہے کہ جب عوام اپنے حق، اپنی آواز اور اپنے لاپتہ رفقا کے لیے سڑکوں پر آنے کا فیصلہ کرتے ہیں تو بندوق بردار ریاست کے ایوان لرز اٹھتے ہیں۔

آج کیچ میں بلوچ یکجہتی کمیٹی کی جانب سے ڈاکٹر ماہ رنگ بلوچ، شاہ جی سبغت اللہ بلوچ کو سنائی گئی عمر قید کی سزا، اور جبری گمشدگیوں کے خلاف ایک پرامن احتجاج کا اعلان کیا گیا تھا۔ مگر صرف اس اعلان نے ہی اقتدار کے مراکز میں ایسی بے چینی پیدا کر دی کہ اور ایک مرتبہ پھر ریاست نے عوا�� کے سامنے دلیل کے بجائے خوف، قانون کے بجائے جبر، اور سیاست کے بجائے بندوق کو کھڑا کر دیا۔
کل اچانک کیچ میں دفعہ 144 نافذ کر دی گئی۔ فورتھ شیڈول میں شامل افراد کو ایک ایک کرکے فون کالز کے ذریعے ہراساں کیا گیا۔ کل ہمارے ایک ساتھی کو سی ٹی ڈی اہلکار کی جانب سے فون آیا اور کہا گیا کہ “کل بلوچ یکجہتی کمیٹی کے احتجاج پر ایف سی فائرنگ کرے گی، اس کے ہم ذمہ دار نہیں ہوں گے۔”
سوال یہ ہے کہ فائرنگ کیوں ہوگی؟ کس جرم پر؟ کس قانون کے تحت؟ کس آئینی حق کے استعمال کی سزا گولی سے دی جائے گی؟
اس سوال کا ان کے پاس کوئی جواب نہیں تھا، کیونکہ ریاست کے پاس جب جواب ختم ہو جاتے ہیں تو وہ دھمکی کو زبان بنا لیتی ہے۔
جب دھمکیوں سے عوامی عزم کمزور نہ ہوا تو ریاست کے حامی میڈیا پلیٹ فارموں کے ذریعے دفعہ 144 کے نوٹیفکیشن کو بار بار نشر کیا گیا، تاکہ عوام کو یہ تاثر دیا جا سکے کہ احتجاج ناممکن ہے۔ مگر شاید انہیں اندازہ ہو چکا تھا کہ عوام خوف کی دیوار عبور کرنے کا فیصلہ کر چکی ہے۔
اسی خوف کے تحت رات کی تاریکی میں سید بی بی بلوچ کو ان کے گھر سے بغیر کسی قانونی جواز کے حراست میں لے لیا گیا، اور کہا گیا کہ انہیں چوبیس گھنٹے تک تحویل میں رکھا جائے گا تاکہ احتجاج کے بعد ہی رہا کیا جا سکے۔ یہ عمل خود اعتراف ہے کہ ریاست ایک بلوچ خاتون کے سیاسی شعور سے خوف زدہ ہے۔
اس پر بھی اطمینان نہ ہوا تو آج تربت شہر کو عملاً کرفیو زدہ علاقہ بنا دیا گیا۔ علی الصبح موبائل ڈیٹا اور نیٹ ورک بند کر دیے گئے۔ سڑکوں پر جگہ جگہ ایف سی اور پولیس تعینات کر دی گئی۔ ایک درجن سے زائد افراد کی گرفتاری کے اطلاعات بھی موصول ہوئی ہے۔جس گاڑی میں خواتین نظر آتیں ،اسے روک کر واپس بھیجا جا رہا ہے۔ بازاروں میں خواتین کی آزادانہ نقل و حرکت تک کو محدود بنا دیا گی ہےا۔
یہی وہ ریاستی طاقت ہے جس کا غرور بلوچستان میں صرف اور صرف بندوق پر قائم ہے، مگر جس کی بنیادیں باشعور خواتین، باشعور نوجوانوں اور پرامن عوامی مزاحمت کے سامنے کانپنے لگتی ہیں۔

یہ ہمارے لیے خوف کا نہیں، فخر کا لمحہ ہے۔ کیونکہ آج ایک بار پھر ثابت ہو گیا کہ عوام جب شعور کے ساتھ کھڑی ہو جائے تو ریاست کی سب سے بڑی طاقت بھی اس کی سب سے بڑی کمزوری بن جاتی ہے۔ بندوق عوام کو وقتی طور پر روک سکتی ہے، مگر عوامی شعور کو شکست نہیں دے سکتی۔ نیٹ ورک بند کیے جا سکتے ہیں، مگر نظریے کی ترسیل نہیں روکی جا سکتی۔ سڑکیں بند کی جا سکتی ہیں، مگر تاریخ کا راستہ بند نہیں کیا جا سکتا۔
آج احتجاج ہو یا نہ ہو، ریاست کی یہ بوکھلاہٹ خود عوامی مزاحمت کی کامیابی کا اعلان ہے۔ جس ریاست کو پرامن اجتماع سے خطرہ محسوس ہو، وہ اخلاقی، سیاسی اور تاریخی طور پر پہلے ہی شکست کھا چکی ہوتی ہے۔
کیچ کی عوام کو اس کامیاب عوامی مزاحمت پر مبارکباد۔ آج عوام کو ان تمام واقعات سے خوف نہیں بلکہ حوصلہ حاصل کرنا چاہیے۔ ہم نہتے ہو کر بھی طاقتور ہیں۔ ہم خواتین ہو کر بھی طاقتور ہیں۔ ہم محکوم ہو کر بھی تاریخ کے درست سمت میں کھڑے ہیں۔
ہماری اصل طاقت ہماری اجتماعی شعور ہے۔ ہماری اصل طاقت ہمارا نظریہ ہے۔ ہماری اصل طاقت ہمارا اتحاد ہے۔ اور جب باشعور ذہن ایک مشترکہ مقصد پر متحد ہو جائیں تو دنیا کی کوئی ��اقت انہیں شکست نہیں دے سکتی۔
ہمارا رشتہ شعور کا رشتہ ہے۔ ہمارا رشتہ نظریے کا رشتہ ہے۔ ہمارا رشتہ ان تمام جبری گمشدہ، قید، زخمی اور مزاحمت کرنے والی آوازوں سے ہے جنہوں نے ہمیں سکھایا کہ جبر کے اندھیرے میں بھی ریڈیکل امید ایک سیاسی عمل ہے۔
یہ امید کمزوروں کی تسلی نہیں، مزاحمت کرنے والوں کا ہتھیار ہے۔

ایک ماہ سے جاری مسلسل ہراسانی کے بعد گزشتہ رات تقریباً ایک بجے قانون نافذ کرنے والے اداروں اور پولیس کے اہلکار، جو بائیس گاڑیوں میں سوار تھے اور جن کی تعداد تقریباً 60 سے 70 کے درمیان تھی، لیڈی پولیس اہلکاروں کے ہمراہ مجھے گرفتار کرنے کے لیے میرے گھر پہنچے۔

اس وقت میں گھر پر موجود نہیں تھی۔ اہلکاروں نے گھر کے دروازے توڑ کر زبردستی اندر داخل ہوئے اور تقریباً پانچ گھنٹے تک گھر کے اندر موجود رہے۔ اس دوران انہوں نے پورے گھر کی تلاشی لی اور گھر میں موجود تمام سامان، بشمول لیپ ٹاپ، کیمرے، موبائل فون، کتابیں، دستاویزات اور زیورات اپنے ساتھ لے گئے۔

اگر ان کا مقصد مجھے گرفتار کرنا تھا تو میری غیر موجودگی کا کنفرم کرنے کے باوجود میرے گھر کے دروازے توڑ کر داخل ہونے کی کیا مقصد تھا؟ میرے گھر میں موجود قیمتی اشیاء کو چوری کرنے، سامان کی توڑ پھوڑ کرنے اور ہمسائیوں کو تشدد اور ہراساں کرنے کا کیا مقصد تھا؟ کس قانون کے تحت یہ سب کچھ کیا جارہا ہے؟

میں متعدد بار یہ واضح کر چکی ہوں کہ اگر میرے خلاف کوئی مقدمہ ہے تو میں اسے قانونی فورمز پر سامنا کرنے کے لیے تیار ہوں۔ تاہم ایک پُرامن انسانی حقوق کے کارکن کے گھر پر رات کے اندھیرے میں دھاوا بولنا، ہمسایوں کو تشدد اور دھمکیوں کے ذریعے خوفزدہ کرنا، اور میرے خاندان کو ہراساں کرنا اس بات کی نشاندہی کرتا ہے کہ مقصد قانون کا نفاذ نہیں بلکہ مجھے اور میرے اہلِ خانہ کو ڈرانا اور خاموش کرانا ہے۔

میرے گھر کو پہنچنے والے تمام نقصان اور اس کارروائی کے نتائج کی ذمہ داری بغدادی پولیس، لیاری پولیس اور سندھ حکومت پر عائد ہوگی۔

Chief Minister Sindh Syed Murad Ali Shah and PPP Chairman Bilawal Bhutto Zardari: I demand your immediate explanation. Just now, law enforcement personnel and intelligence officials raided my family home without my knowledge or presence. If this has been carried out under your government, you owe the public an explanation. If it has not, then you have a responsibility to explain who is operating with such impunity in Sindh.

This follows repeated visits to our home over the past week, amounting to a sustained pattern of intimidation and harassment directed at me and my family.

My family home has been empty for the past two days. During that time, police and intelligence personnel have repeatedly come to the property, arriving in approximately fifteen vehicles and harassing my neighbours.

I am placing on public record my grave concern over this unlawful intrusion. Any unauthorized entry into my home raises serious fears about my family’s safety, the integrity of our property, and the possibility that evidence could be planted, surveillance devices installed, or my residence otherwise compromised in an attempt to fabricate allegations against me or malign my name. Given the continued harassment of human rights defenders, these are not abstract fears.

I demand immediate answers. Which agency entered my family’s home? Under whose authority was this operation carried out? Was there any warrant authorizing this raid? If so, it must be produced without delay. If there are any allegations against me, the law provides clear legal procedures. Secretive raids, repeated visits, and unlawful intrusions into my family’s residence are not among them.

My family’s home is not a crime scene. It is not a place where state institutions can enter at will, intimidate our neighbours, or conduct unexplained operations without accountability.

I am also placing this on record: if anything is removed from my family’s home, if anything is later claimed to have been recovered from it, or if any case is built against me on the basis of evidence allegedly found there following today’s illegal intrusion, I will hold the authorities fully responsible. I likewise hold them responsible for my family’s safety, for any damage to our property, and for anything that may subsequently happen to our home as a consequence of today’s unlawful entry.
