This application for a PGWP was refused because the language test results were not uploaded to the IRCC Portal, even though the client had the test results at their disposal.
Refusal ensued, followed by a comprehensive reconsideration. Thankfully, the IRCC officer bought the argument and changed their decision.
Does not happen everyday, but glad to have been of help to this client.

This used to be easy - but no more. Previously, if one had the following, they were almost guaranteed an approval:
1. PNP approval letter with no restrictions on employment;
2. Application number from the IRCC.
However, there is often a third, critical component to the application: The positive eligibility assessment on their e-APR. That is to say, that they have met the eligibility for their PR and is often confirmed by the Pre-Arrival services letter.
Recently, this has been enforced much more strictly, hence, many applicants have received refusals on their BOWP applications.
Alternative is to apply for a T-13 LMIA exempt work permit with the support of the employer and the province you are nominated by.

In this case, our consultant had a consultation in the year 2025 with a student who had been refused a study permit close to two years prior and was looking for potential solutions.
We determined that the refusal was unreasonable and suggested a reconsideration. We did it in the year 2025 and, now, close to a year later, the client received good news that their study permit extension had been approved.
The client now can either apply for the work permit or a new study permit by getting admission at a DLI. Many doors have now been opened for the client who was out of status and looking to go back.
We look for solutions when none appears in sight. We strive to provide meaningful representation through effort and research, where all doors appear sealed shut in one's face.
Congratulations to the client on getting a second chance 3 years later after the last refusal.

There has now been an important development for those who received a Work Permit Support Letter under Manitobaโs temporary public policy.
In this video, I discuss how the MPNP has started sending invitations to certain Support Letter recipients, and how a draw was held on May 7, 2026 for this group. Manitoba officially announced that all individuals who were issued a Support Letter will receive an Invitation to Apply, beginning with those approved between April 22 and June 30, 2025. The province also confirmed that these invitations would be sent to the email address provided in the Support Letter application.
The May 7, 2026 Expression of Interest Draw #270 then included a Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates category, with 429 Letters of Advice to Apply issued under that category.
This is a major update for workers in Manitoba who were relying on the public policy and waiting to see whether it would actually lead to nomination opportunities.
