Tulfo criticized both leaders, calling Marcos “tamad” and Duterte “luka-luka,” but ultimately said the current arrangement is preferable given the alternatives.
He described the status quo as the only workable option, noting that pushing a “lazy” president into action is easier than dealing with an unpredictable vice president.
