Why did Erdoğan seek to eradicate the Hizmet Movement?
The answer goes far beyond the December 17–25 investigations. This was a deeper confrontation between an increasingly authoritarian leader demanding unconditional loyalty and an independent civil society movement determined to preserve its autonomy.

Enforced Disappearances and Torture in Turkey - Safety in exile remains far from guaranteed. Transnational repression targets these journalists with death threats, surveillance, physical assaults, and arbitrary detention. Many face enforced disappearances, fabricated terrorism charges, and illegal transfers—all aimed at silencing their voices.
Threats extend beyond violence. Many exiled journalists are added to Turkey’s ‘Most Wanted’ terrorist list, with their financial resources frozen or threatened. Their passports are unlawfully reported stolen, and some are subject to Interpol notices, restricting their ability to travel or communicate freely.

📌The actions of the government over the last decade have had a profound impact on the entire higher education sector, including the denial of academic freedom to staff and students, thereby jeopardizing Türkiye’s future. 2,147 educational institutions were arbitrarily closed under rigorous decree laws during a prolonged state of emergency, resulting in grave violations of access to quality education.
📌On 6 May 2025, Turkish authorities issued detention warrants for an initial total of 208 individuals across multiple provinces, primarily targeting university students, and the number of those detained later increased to 320. The justifications cited in support of the operation rely primarily on vague, generalized allegations, including participation in meetings held on widely available public communication platforms such as Signal and Telegram, and purported “contact with companies alleged to be affiliated with the organization.”

It explores how a faith-inspired civil society movement can promote peaceful coexistence by advancing quality education, intercultural and interreligious dialogue, humanitarian service, and community engagement. Rather than offering a comprehensive history of the movement, the report focuses on selected initiatives and practices that illustrate its contribution to the Sustainable Development Goals (SDGs).
📌The report argues that sustainable peace requires more than the absence of conflict. Lasting peace depends on strengthening social cohesion, promoting inclusive development, protecting human dignity, and encouraging active civic participation. Within this framework, the Hizmet Movement demonstrates how voluntary civic action can complement the efforts of governments and international organizations in addressing contemporary global challenges.

Abuse of Counterterrorism and Human Rights - Between July 2024 and March 2026, Turkey has faced ongoing challenges concerning human rights and counter-terrorism measures. Unfortunately, these efforts often fall short of international human rights standards.
In 2024, the Human Rights Committee urged Turkey to revise its counter-terrorism laws—specifically Law No. 3713, Law No. 7262, and related Criminal Code articles. The focus is on narrowing definitions of terrorism to prevent misuse against civil society and lawful activities.
