1⃣ Governance Structure
🔸 New Governance Model → Berachain governance will roll out in phases to ensure stability and decentralization.
🔸 BGT Foundation → An independent entity overseeing governance until full decentralization.
🔸 Guardians → A council of ecosystem contributors that assess governance proposals before community control.
🔸 Proof of Liquidity (PoL) is the core mechanism, ensuring governance power aligns with liquidity providers.

2⃣ Key Goals

🔸 BGT tokens are fairly distributed to liquidity providers (LPs) & validators.
🔸 Liquidity rewards begin with BeraSwap pools before expanding to third-party dApps.

3⃣ Governance Phases

✅ Phase Zero (Launch) → BGT rewards only for native BeraSwap pools. Proposals can request new reward vaults.
✅ Phase One (Expansion) → PoL expands beyond BeraSwap to other Berachain dApps, with a structured proposal process.
✅ Phase Two (Decentralization) → Full governance control shifts to BGT holders, with Guardians retaining veto power for network security.

4⃣ How Governance Works
🔸 Proposal System → BGT holders propose and vote on PoL reward vaults and other governance changes.
🔸 Voting Rules → Proposals need 20% quorum and majority approval to pass, with a final review period before implementation.
🔸 Preventing Spam → Minimum of 10,000 BGT required to submit proposals.

5⃣Why It Matters
🔸 Controlled Rollout → Ensures security and market stability before scaling.
🔸 Community-Led Governance → Over time, BGT holders will fully control governance decisions.
🔸 Incentive Alignment → Encourages developers and liquidity providers to contribute meaningfully to the network.
