And an RCD is just the last line of defense, because even the threshold of a 30mA RCD can be very problematic for some people.

Just because most of the time nothing happens because of sufficient insulation to the ground, it doesn't make it safe.

And I know a lot of older lamps with these nasty sockets.

Technically it works, but it's a nasty hack for convenience.
