The 2011 #UNGA Political Declaration on #NCDs was first #multilateral public health instrument that was not included in any #ODA decisions. Until 2019, when @NorwayMFA was first #DAC Member to step forward and provide ODA for NCDs through bilateral and multilaterar channels.
2000-2010: Rapid progress in reducing NCDs around the world
2010-2020: Progress on hold, despite three #HLMs.
Why?
1. No #ODA to build minimum critical capacity in #LMICs
2. Interest groups promoting economic, trade & commercial interest goals jumped into vaccum to provide advice
🦠 #COVID19, as horrible as it is, must be a wake-up call that prompts all leaders to understand that our assumption and approaches to investing in #NCDs - and that inaction is a danger to everyone.
Time is not on our side: #Insulin was invited 100 years ago. All opportunities must be seized to make #insulin accessible and affordable for all. @WHO will continue supporting #PLWNCDs. We cannot wait another 100 years.
In many parts of the world, #COVID19 is colliding with the ongoing #NCD epidemic and risks blowing #NCDs way of course. There is no good reason for any country not to include #NCDs in (1) their #COVID19 recovery plans (2) #UHC benefit packages.
Reasons for optimism as we all work in concert to turn this #COVID19 crisis into an opportunity. We need to strengthen policies to treat #PLWNCDs and prevent and control their risk factors in humanitarian emergencies.
Event co-host @DrTedros@WHO emphasizes the impacts of #COVID19 on people living with #NCDs and major impact on countries with high proportions of people living with #NCDs.
So true. After 20 years of underinvestment in #NCDs, only 1/3 of countries can provide drug therapy counseling services to their populations to prevent heart attacks & stroke. #COVID19 has uncovered the inability of health systems to respond to needs of #PLWNCDs in most #LMICs
🦠 #COVID19 has deepened existing inequalities & vulnerabilities. Recovery requires transforming our socio-economic development model, giving a much higher priority to health + investment in #NCDs. Equity holds the key: for the successful control of the pandemic and for recovery.
