Custom blocks in themes will not pass #WordPress theme review, but you can still customize core blocks! You can do a lot with a className.
But if you're building a plugin, you have @justintadlock's permission to go wild, use custom attributes even.

The Core Fields API is agnostic to the front end markup. This is critical during a time of profound change in the #WordPress admin UI experience. It's time for a refactor.
@scottkclark is looking for people to get involved, at minimum backing the idea as suitable for core.
Iβve been co-repping the #MakeWP Marketing Team for the past six months. Right now (and not without considerable effort!), there is actually a lot of interesting, non-busy, and actually impactful work to do via the Marketing Team for #WordPress, the open-source project.
Imagine if each developer or custom field plugin didn't have to implement their own custom API for adding fields to #WordPress. @scottkclark has been not only imagining, but doing this very thing since 2015 with the Core Fields API project.
