Monitoring channels report that Russia used around 100 jet-powered and 80 conventional Shahed drones, dozens of Kh-101 cruise missiles, Iskander-M/S-400 ballistic missiles, Zircon hypersonic missiles, North Korean ballistic missiles, Kalibr cruise missiles, and Kh-69s.

The second wave of the fuel crisis is gaining momentum with each passing day. It is worth taking a closer look at what is happening and comparing it with the first wave.

First wave. May–July 2026

A large-scale shortage began to develop in May following a series of Ukrainian strikes on Russian oil refining facilities. By summer, the problem had spread far beyond individual regions. The shortage reached Moscow, with queues appearing at petrol stations and limits being imposed on fuel sales.

Fuel exports were restricted. Petrol began to be redistributed between regions, Moscow was given priority in supplies, Russia sharply increased imports from Belarus and Kazakhstan, and petrol quality requirements were relaxed to increase available volumes.

Second wave. August 2026 – present

In late July and early August, Ukrainian strikes on Russian oil refining facilities continued.

As of August 17, Reuters reported restrictions on fuel sales in at least 10 Russian regions. Petrol sales on the St Petersburg Exchange have fallen by around 20% since the beginning of August. Rosneft imposed a limit of 30 litres per vehicle, Tatneft 50 litres, and Gazprom Neft 40–60 litres. Reuters is once again reporting queues at petrol stations in Moscow.

But now there is a fundamentally new development. Russia, one of the world’s largest oil exporters, has begun importing petrol from India by sea.

On August 17, a shipment of around 68,000 tonnes of Indian petrol arrived at the port of Vitino. At least two more shipments are currently on their way. Supplies from Belarus and Kazakhstan are also continuing.

Moscow has also extended its ban on petrol and diesel exports until January 31, 2027.

The key difference with the second wave is that the emergency measures that helped contain the first crisis for only a few weeks are already in place and are proving insufficient.

What began as a temporary problem is gradually developing into a prolonged and severe fuel crisis, with no quick solution currently in sight.

Russia is an empire that needs liberation.

Many people don’t realize that russia is still an empire. In fact, russia fits perfectly the definition of an empire: an extensive group of states or countries under a single supreme authority. Also, the war against Ukraine is a direct result of russia's deep-seated imperialism and sense of superiority.

Russia is home to over 270 languages and dialects spoken by 193 ethnic groups, including more than 100 minority languages. Yet, russian is the only official language. The languages of oppressed minorities are often belittled, while russian is upheld as the language of intelligence, science, and education.

Minorities in russia are marginalized. They face constant bullying and are paid much less. Furthermore, it is primarily russian minorities who are used as cannon fodder in the war against Ukraine. This marginalization partly explains why many russians were so reluctant to defend their own country in battles like Kursk.

If the russian empire were to be liberated, it would likely split into at least a dozen smaller republics, each ruled by its indigenous population.

All empires fall, it is only the matter of time when the russian empire falls.
