This public document scopes the key areas of the UK–China relationship. It does not replace a government audit. It backs engagement, but finds that past engagement has often under-delivered for the UK while deepening its risk exposure. China poses unusually diverse risks to UK interests at home and abroad, well beyond national and economic security, so engagement must treat the PRC as a hostile authoritarian state that does not share our values. The audit calls for strategic coherence and clear red lines, stronger legislative tools, and practical China fluency across government and every point of engagement.

4. What we are doing now is to explain the value of freedom to the world, through our compassion to whom we love, so much that we are willing to sacrifice the freedom of our own. I'm still learning to conquer the fear and I believe you are with me along this journey.
