Press Statement: Ex Police Officer Convicted for Defilement in Kiambu County. ^EM

Pursuant to Section 6 (c) of the IPOA Act, the Authority commenced monitoring activities and deployed its officers to observe and monitor how the National Police Service conducted public order management during the demonstrations over the Finance Bill. Thereafter, I issued the attached statement.

Yesterday, I had a fruitful discussion with a delegation from the United Nations Development Programme on strategic positioning of the key national institutions to the police reform process. The meeting focused on the Maraga taskforce report and in particular, @IPOA_KE recommendations, which informed part of the report.

Today I joined, the CS, @InteriorKE Prof. Kithure Kindiki @NPSOfficial_KE and Kenya Prisons Service, in remembrance of gallant officers who paid the ultimate price in line of duty. They lost their lives while striving to protect us. We met and comforted their families. More often than not, ordinary citizens will instinctively run away from danger while on the other hand, a police officer responds by rushing towards it, forgetting his or her own safety in order to save lives. The officers we honour today paid with their lives, for this selfless act.
God bless their souls and I pray that their families will have the strength to bear the loss and not lack.

The Independent Policing Oversight Authority is Constitutionally and statutorily established to ensure that police are held accountable to the public in performance of their functions, and that the National Police Service strive to achieve the highest possible standards of professionalism.

The Authority recognizes the massive task that was bestowed on the Maraga Taskforce which was formed to entrench reforms in the National Police Service, the Kenya Prisons Service and the National Youth Service.

The Authority appreciates the achievements of the Taskforce that culminated into a report handed to His Excellency the President, Dr. William Ruto, C.G.H., and Commander-in-Chief of the Defence Forces of the republic of Kenya, this afternoon.

IPOA commends the Taskforce for accomplishing its Terms of Reference and in particular, its consideration of 26 past IPOA reports on monitoring and inspections, which sought to address police welfare, tooling and equipment, housing, renumeration and automation of all policing services and general professionalism in the Service.

The Authority expresses confidence that in the same spirit H.E the President, appointed the Taskforce, has assured the uptake and full implementation of its recommendations.

IPOA offers unequivocal support towards implementation of the report bearing in mind that matters that would improve the welfare of police officers, and further enhance day to day operations of the NPS, would lead to a better police service that is citizen-centric.

The Authority also wishes to thank the President, for nominating Ms. Doreen Muthaura who sits on IPOA Board, to the team that delivered this milestone report.

IPOA Chairperson Anne Makori led the IPOA Board in meeting Council members of the @LawSocietyofKe , led by President Eric Theuri. Together, they discussed pertinent matters of mutual interest in an effort to promote better policing and enhance accountability.

On my own behalf, and on the behalf of the
@IPOA_KE I send condolences to the Inspector General of Police, the National Police Service, National Police Reservists, the family and friends of our fellow citizen, who lost his life while protecting us. I wish quick recovery to his colleagues who suffered injuries.

As we end this week, it was another busy one during which we reached out to senior police commanders; to understand the challenges and appreciate the efforts that have come their way as they endeavour to safeguard lives and, protect the property of their fellow country men and women.
The team I lead @IPOA_KE was at National Police Leadership Academy in Ngong, where I kicked off this crucial activity - dialogue. The dialogue sessions would be replicated in other parts of the country. It is my humble plea that nobody is left behind in this transformation, part of the reform process.

SHOOTING INCIDENT IN KISUMU COUNTY
The Independent Policing Oversight Authority yesterday learnt of a shooting incident at Jua Kali, Kisumu County during which a minor was fatally wounded and three other people
hospitalised with gunshot injuries on Tuesday, May 09, 2023. This
occurred as police were conducting an operation that targeted matatu businesses in the area.
Section 25 (1) of IPOA Act, demands that “the Authority shall investigate any death or
serious injury including death or serious injury while in Police custody, which are the
result of Police action or were caused by members of the Service while on duty.”
Our Regional office in Kisumu on its own motion dispatched a Rapid Response Team to launch investigations into the death. Towards advancing the investigations, the team has so far recorded witness accounts from both the police and members of the
public.
Upon conclusion of its investigations, the Authority shall take appropriate action including
recommending to the Director of Public Prosecutions the prosecution of any person found
culpable.
In all its investigations, IPOA is impartial, fair and transparent.

A delegation from Malawi’s Independent Complaints Commission (ICC) is visiting Kenya.
Yesterday, we hosted the officials @IPOA_KE.
We had fruitful discussions; learning from each other and sharing our experiences - the successes and challenges alike.
The Malawi Independent Complaints Commission was established in 2020, and just like IPOA, it receives and investigates complaints by the public against police officers and the Police Service to ensure the overall accountability of the service.
