On 23 August, 2026 the Chandigarh Bench of the Armed Forces Tribunal (AFT) upheld a “severe displeasure” censure awarded to Brigadier P Acharya, former Rashtriya Rifles sector commander, over the December 2023 custodial deaths of three civilians in Jammu and Kashmir’s Poonch district.
Jatinder Kaur Tur (@jatinder_tur) had reported on the torture of numerous civilians by Indian Army personnel in Poonch and Rajouri districts of Jammu and Kashmir on 22 December 2023, in which three persons died as a result of their injuries. The story Screams from the Army Post, published online and in our February 2024 issue of the magazine was taken down on an order from the Ministry of Information and Broadcasting stating that failure to do so would result in the blocking of the organisation’s entire website.
Our investigation had indicated that, given that orders were sent to three different companies to commit these atrocities in three different army camps, this was not merely rogue soldiers venting their frustration after losing comrades, but a coordinated, directed, large-scale operation of torture.
A year later, Army officers testified that two generals oversaw the torture and murder of civilians in Poonch, got away scot-free. The Caravan accessed new material, which clarifies the command structure that was in place during the torture and murders. This includes WhatsApp chats between the officers, confidential documents from a court of inquiry held by the army about the incident and documents from subsequent Armed Forces Tribunal hearings moved by Brigadier P Acharya.
