During the general debate of the Second International Migration Review Forum (#IMRF), H.E. Mr. Vusal Huseynov delivered a statement on behalf of the Champion Countries Initiative of the Global Compact for Safe, Orderly and Regular Migration (GCM), comprising 44 United Nations Member States, in Azerbaijan’s capacity as co-chair of the GCM Champions for 2026.
The joint statement reaffirmed the unwavering commitment of the Champion Countries to the 23 objectives and 10 guiding principles of the GCM, and underscored that the protection afforded by human rights applies to all migrants, regardless of their migration status. It further emphasized that strengthened cooperation among countries of origin, transit and destination at all stages of migration is essential to safeguarding the integrity of migration systems and maintaining public confidence in their fairness and effectiveness.

The Permanent Mission of the Republic of Azerbaijan to the United Nations, with the support of the International Organization for Migration Office to the United Nations, organized a virtual meeting of the Global Compact for Safe, Orderly and Regular Migration (#GCM) Champion Countries ahead of the 2nd International Migration Review Forum (IMRF), which will be held in May 2026 at United Nations Headquarters in New York.
Mr. Ulvi Aliyev, Head of the International Cooperation Department of the State Migration Service of the Republic of Azerbaijan, delivered opening remarks on behalf of Azerbaijan's Co-chairmanship of the GCM Champions Initiative for 2026, emphasizing the IMRF as a key venue to highlight achievements and challenges for global migration governance and the Progress Declaration to be adopted, as an opportunity to identify partnerships.
During the virtual meeting, Mr. Jonathan Prentice, Head of the United Nations Network on Migration Secretariat, stressed the importance of international cooperation to address the evolving challenges in migration issues. The meeting followed by an exchange of views among the GCM Champions on the upcoming 2nd IMRF and the Progress Declaration to be adopted as it's outcome.
At the informal consultations on the Progress Declaration of the International Migration Review Forum (IMRF), delivering a statement on behalf of the 41 Global Compact for Safe, Orderly and Regular Migration (#GCM) Champion Countries Initiative as its co-chair for 2026, #Azerbaijan noted that the zero draft provides an important basis for the start of deliberations.
It was informed that the #GCM Champion Countries remain committed to working constructively with all delegations to achieve a balanced and action‑oriented Progress Declaration - one that delivers a meaningful outcome for this second IMRF and strengthens efforts to reduce vulnerabilities and make migration safer, more orderly, and more regular for all.

At the briefing on the Secretary General’s biennial report on the Global Compact for Safe, Orderly and Regular Migration (#GCM), delivering a statement on behalf of the 41 #GCM Champion countries as its co-chair for 2026, #Azerbaijan stressed that the #GCM remained an essential framework for cooperation rooted in human rights and shared responsibility. It was reaffirmed that the #GCM Champion countries were committed to strengthen cooperation on saving lives, search and rescue, and addressing missing migrants, guided by the actionable recommendations provided. In the context of the upcoming second #IMRF, it was highlighted that the event would be an opportunity to reinforce trust in multilateralism and demonstrate that safe, orderly and regular migration is achievable.
