Ignoring all the conspiracy theorists - as an engineer, this was a systemwide and global protocol which had to deal with factors inside of its own making, and outside of its direct control.

We need to rule out 'conspiracies' e.g. Virus didn't exist

2. Global 'tuning' of test kits to hit 'x' positive - from 100,000 different points of manufacture, across completely juxtaposed political systems - IMPROBABLE

Conclusion: SARS-CoV-2 is a real virus that caused large-scale excess mortality. The human-engineered 'furin cleavage sequence' exists, it works as described, and it is one of the main genetic features that keeps the laboratory-origin hypothesis alive.

It is as likely in origin from a natural jump at the Huanan market or an accidental release from research at the Wuhan Institute of Virology.

More importantly, how was it allowed, how was it managed, and what are the protocols going forward?

Four areas here must be examined:
