🗳️ Is Bihar Entering a New Era of Social Engineering?

Prashant Kishor’s recent win in the Bankipur assembly bypoll—a constituency held by the BJP for 30 years—is a big signal.
It shows how traditional caste politics and vote-bank dynamics across the country are evolving.

Bihar's Politics in Four Phases

📌 Phase 1: The Era of Upper-Caste Dominance (1947–1970s)
In the decades after Independence, Bihar's politics was dominated by Congress led by Brahmins, Bhumihars, Rajputs and Kayasthas. Leadership came from a relatively small social elite, while many backward communities remained under-represented.

📌 Phase 2: The Social Engineering / Mandal Era (1990s–2010s)
Inspired by Dr. Ram Manohar Lohia's ideas and politically driven by leaders like Lalu Prasad Yadav and Nitish Kumar , Bihar witnessed a historic shift.
This "social engineering" transformed Bihar.Numerical majority took center stage. Upper-caste dominance was broken, and OBC/EBC voters became the new core focus of state politics.

📌 Phase 3: BJP's Rise Post 2014 breaking Caste politics- Fragmentation of OBC vote bank from regional parties
The Shift: The BJP consolidated upper-caste voters into a stable base while also winning over major non-dominant OBC/EBC groups through a mix of Hindutva and direct-welfare delivery (Labharthivarg).hence once-solid OBC coalition of the Mandal era began to fragment, with different backward communities supporting different parties.

​The Problem: Upper-caste and middle-class urban voters gradually began to feel being captive vote bank for the BJP. Because they had no other viable regional options, their strategic leverage decreased, leading to voter fatigue and low turnout in urban centers.

📌 Phase 4: The Rise of Issue-Based Alternatives (Current Trend)

​The Shift: PK’s victory in Bankipur shows what happens when a credible third option enters the field with a focus on governance, youth employment, and local development.

​The Result: Urban and forward-caste voters demonstrated that they are willing to vote tactically rather than remaining a guaranteed vote bank. When traditional vote bases feel ignored, they will switch support to force parties to deliver performance over mere loyalty.

The Real Question ? One bypoll cannot rewrite Bihar's politics.Caste remains one of the strongest influences on voting behaviour.
But Bankipur raises an important question: Are we witnessing the beginning of a new political realignment, where upper-caste voters become an organised political bloc for the first time, just as OBCs did after Mandal?

If that happens, North India's political landscape could change as dramatically as it did three decades ago.

Whether Bankipur is an exception—or the first sign of a larger trend—will become clear only in the coming Assembly elections.

History rarely repeats itself exactly. But in politics, it often rhymes.

शीलं परं भूषणम्' से 'रीलम परं भूषणम्' तक का सफर..

आज सोशल मीडिया स्क्रॉल करते-करते एक के बाद एक 'दबंग', 'सिंघम' और अब 'धुरंधर' सिविल सर्वेंट्स की रील्स देखते हुए—जिसमें सरकारी गाड़ियों से उतरते हुए स्लो-मोशन एंट्री, ऑफिस में मातहतों को डांटते हुए रौबदार एटिट्यूड और बैकग्राउंड में बजता कड़क म्यूजिक ही मुख्य नैरेटिव है—मन में एक गहरा विचार आया।

क्या हमारी ब्यूरोक्रेसी LBSNAA के उस मूल ध्येय वाक्य को भूलती जा रही है, जो महाकवि भर्तृहरि के 'नीतिशतकम्' से लिया गया है? वह वाक्य है—'शीलं परं भूषणम्' (चरित्र और श्रेष्ठ आचरण ही अंतिम आभूषण है)। लेकिन आज के डिजिटल युग के 'एल्गोरिदम' को देखकर लगता है कि इस कालजयी सूत्र का व्याकरण ही बदल दिया गया है।
यहाँ यह रेखांकित करना भी प्रासंगिक है कि पर्दे पर जिस 'दबंग' पुलिस अफसर की छवि को महिमामंडित किया जाता है, वह असल में हमेशा कानून के गलत पक्ष (wrong side of law) पर खड़ा दिखाई देता है। एक सभ्य समाज को कभी भी ऐसे कानून तोड़ने वाले संरक्षकों की आवश्यकता नहीं होती। विडंबना देखिए, आज सोशल मीडिया पर जो वर्ग इन फिल्मी और रीयल-लाइफ 'दबंगों' की रील्स पर तालियां पीटता है और उन्हें महानायक बनाता है, वही वर्ग कल को प्रशासनिक मनमानी (high-handedness) और व्यवस्था के दमन का सबसे पहला रोना रोता है।

मजेदार बात यह है कि इस रील-संस्कृति के सबसे बड़े उपभोक्ता और मैन्युफैक्चरर आज के 'UPSC Aspirants' और 'Gen Z' हैं। इस पीढ़ी के लिए सिविल सेवा की परिभाषा ही बदल चुकी है। आज के दौर का कड़वा सच यह है कि यदि आप अपने काम की चकाचौंध भरी रील्स नहीं बना रहे हैं, तो यह नई पीढ़ी आपको 'सिविल सर्वेंट' मानने को ही तैयार नहीं होगी। उनके लिए जनसेवा की प्रासंगिकता फाइलों के निस्तारण में नहीं, बल्कि इंस्टाग्राम के व्यू-काउंट में है।
जो नौकरशाही कभी Anonymity, Neutrality और Performance Outcome की कसौटी पर कसी जाती थी, वह आज इसी 'अटेंशन इकॉनमी' और डिजिटल आत्ममुग्धता की गिरफ्त में है। अब एकांत में किया गया कोई प्रशासनिक सुधार या जनहित का कार्य तब तक प्रासंगिक नहीं माना जाता, जब तक कि उस पर परफेक्ट कैमरा एंगल और ड्रोन शॉट न चस्पा हो।

ऐसा प्रतीत होता है कि समकालीन प्रशासनिक विमर्श ने चुपके से इस ध्येय वाक्य को संशोधित करके 'रीलम परं भूषणम्' (रील्स ही परम आभूषण हैं) पढ़ लिया है। चरित्र की कसौटी अब एकांत का नैतिक आचरण नहीं, बल्कि इंटरनेट का 'ब्लू टिक' और वायरल रील्स बन चुकी हैं।

जब लोक प्रशासन गंभीर नीतिगत निष्ठा की जगह 'वायरलिटी' और पीआर (PR) का तमाशा बन जाए, तो शासन की गरिमा का इस शोर में खो जाना स्वाभाविक ही है।
बस एक रैंडम म्यूज़िंग... या शायद आज के दौर का प्रशासनिक यथार्थ!

Supreme Court hears case of a man removed from CISF service because of unauthorised absence:

ASG SD Sanjay: absence is of 11 days.

Justice BV Nagarathna: this is a case for imposing cost with dismissal. We have been shouting. Pendency, pendency. Who is the biggest litigant? His dismissal is disproportionate. High court granted him relief. Instead of giving opinion that you will not go to Supreme Court, you still proceed against him. What had we said in the SCBA function? (referring to SCBA’s national conference where Justice Nagarathna recently spoke extensively about government being responsible for case backlog). We will impose cost in this case. We do not find any reason whatsoever to interfere with the impugned order. We fail to understand as to why the Union of India and others have approached this court. We dismiss this SLP with cost of Rs. 25000.

Justice Nagarathna: we have taken the SCBA conference very seriously. It was not just to go to some resort and come back. We made preparations, we did homework. We spoke. Not to forget.

According to the Supreme Court in Dolly Rani v. Manish Kumar Chanchal (2024), an oath alone doesn't grant the legal status of husband and wife—rituals are mandatory for validity.

खबर है, दोनों यादव परिवार से आते है, और दोनों ने संविधान की किताब पढ़कर शादी की है।

दोनों अपने आप को सामाजिक न्याय का क्रांतिकारी उदाहरण भी बता रहे है।

फूल वाले को पैसा दिया

हॉल और सजावट का भी पैसा दिया
कपड़े भी खरीदे

लेकिन पंडित जी का 1100 बचाकर, दोनों ने ऐतिहासिक काम कर दिया है।

मैं तो कहता हूँ, कोई ब्राह्मण ख़ुद ही ऐसी शादी में नहीं जाएगा।

तुम्हारे 1100 - 2100 से कोई ब्राह्मण अमीर नहीं हो जाएगा।

सारे बहुजन ऐसे ही शादी करे, बस ड्रामा की जरूरत क्या है। 😂🤷🏻‍♂️

Decorated Lt Col, carrying a single hand bag—cleared at check-in, flagged at boarding for 1–2 kg excess. Misbehaviour by staff, then FIR. No officer picks a fight without provocation. Yet the same media that sings patriotic paeans now peddles uncorroborated versions for TRP.

Result : The officer now not only facing criminal FIR but also internal enquiry . Shameful. Abuse of process.

( ये अवश्य ध्यान रहे की इन प्राइवेट एयरलाइन के अधिकतर पुरुष ग्राउंड स्टाफ और अधिकारी श्रीनगर में कश्मीरी मुस्लिम ही होते हैं .
श्रीनगर एयरफ़ील्ड इंटेलिजेंस मामलों और सुरक्षा के लिए लगभग तीन साल मेरे अधीन रही है और मैं जानता हूँ की srinagar airport का लोकल स्टाफ non Kashmiri लोगों के साथ कैसा बर्ताव करता है )

26 जुलाई 2025, श्रीनगर एयरपोर्ट।
जब देश कारगिल विजय दिवस मना रहा था, तब एक जांबाज़ फौजी अफसर — जो किसी आपात पारिवारिक कारण से छुट्टी पर जा रहे थे — स्पाइसजेट के ज़ालिम स्टाफ और मीडिया के झूठे प्रचार का शिकार बन गया।

मैं खुद उस बोर्डिंग गेट पर मौजूद था, और आंखों के सामने जो हुआ, वो आज भी दिल झकझोर देता है।

लेफ्टिनेंट कर्नल अकेले थे। उनके पास सिर्फ एक छोटा-सा कैबिन बैग था, 8-9 किलो का। न कोई चेक-इन बैग, न कोई VIP रौब।
बैग को पहले ही चेक-इन काउंटर पर स्पाइसजेट स्टाफ ने बिना आपत्ति पास कर दिया था।

लेकिन जैसे ही वो बोर्डिंग गेट पर पहुंचे, 4-5 ग्राउंड स्टाफ अचानक उन पर झपट पड़े — बैग का वज़न बहाना बनाकर।
अफसर ने बेहद शांतिपूर्वक समझाया, कुछ कपड़े बाहर भी निकाले, छोड़ने को तैयार हो गए — सिर्फ इसलिए ताकि किसी से टकराव न हो।

पर वहां मौजूद स्टाफ में से एक की बेहूदी टिप्पणी आज भी कानों में गूंजती है —
“आज आर्मी वाला फंसा है।”

यह कोई संयोग नहीं था। यह बदनीयत थी। एक ईमानदार सैनिक को डराकर, अपमानित कर, शायद पैसों की वसूली का मौका ढूंढ़ा जा रहा था।

जब अफसर ने वरिष्ठ अधिकारी से बात करने की गुज़ारिश की, तो कोई सुनवाई नहीं हुई। उल्टा बोर्डिंग गेट उनके सामने ही बंद कर दिया गया।
स्थिति तनावपूर्ण हो गई। कई स्टाफ उन्हें घेरने लगे, धक्का-मुक्की शुरू हो गई।

वो अकेले थे। निहत्थे थे। पराक्रमी थे, मगर संयमित भी।
झगड़े का जो आरोप अब उन पर लगाया जा रहा है, वो सरासर झूठ है।
असल में उन्होंने हाथ उठाया लेकिन सिर्फ तब जब उनके साथ हाथापाई की गई , अब एक आर्मी ऑफिसर से भिड़ने से पहले इन चूहों को ये ध्यान रखना चाहिए की चाहे कुल्हाड़ी पैर पर मारो या पैर कुल्हाड़ी पर कटता पैर ही है , लेकिन तब भी कश्मीर पुलिस ने उनके खिलाफ ही FIR लिखी (पैसा, Army hate)

अब कुछ स्पाइसजेट कर्मचारी खुद को चोट दिखाकर अस्पताल पहुंच गए — ताकि कहानी पलट सकें।
मीडिया के कुछ हिस्से बिना जांच किए सिर्फ स्पाइसजेट की बात दोहरा रहे हैं।

ये पत्रकारिता नहीं, पेड पीआर है।
ये न्याय नहीं, साज़िश है।
ये राष्ट्र के उन वीरों का अपमान है जो देश के लिए अपनी जान की परवाह नहीं करते।

🚨 आज ज़रूरत है कि जनता, सेना और सरकार सच्चाई के साथ खड़ी हो।
क्योंकि कल अगर एक सैनिक की इज़्ज़त सुरक्षित नहीं, तो फिर देश की भी नहीं होगी।

भारतीय सेना अमर रहे!
झूठ के खिलाफ एकजुट होइए — सच्चाई के साथ खड़े होइए।
