I am writing to file a formal complaint regarding the handling of my OCI application, which I submitted and was received by your office on July 9, 2026.

I request that this complaint be escalated to a supervisor or manager immediately. I also request that someone contact me directly so I can provide:

• Email correspondence with timestamps.
• Delivery confirmation and proof of receipt.
• Tracking information.

This situation is unacceptable. Applicants entrust BLS with highly sensitive personal information and important legal documents. I fulfilled every requirement within the requested timeframe, yet my application was mishandled.

As a result of VFS’s mishandling of my application, I am now required to:

• Request the same document again from another state.
• Complete a new OCI application.
• Pay for additional shipping and processing.
• Endure unnecessary delays that could have been completely avoided

Because of this omission, I incurred nearly $200 in expedited document retrieval and overnight shipping costs simply to meet your deadline.

This process is unreasonable when applicants are working against strict deadlines. Furthermore, I am extremely disappointed that the additional document requested was not listed anywhere on the VFS website, the OCI document checklist, the application instructions.

In my emails, I specifically explained that waiting 8–10 business days would exceed my submission deadline and could result in my application being withdrawn. Unfortunately, my concerns were ignored, and I received only the same generic response each time.

After my package was delivered on July 23, I sent three separate follow-up emails to confirm that my documents had been received and linked to my application. Each time, I received an automated response from different representatives stating that it takes 8–10 days to update

• How were my documents not associated with my application when they were delivered to your office before the deadline?
• Why was my application withdrawn without anyone verifying whether the mailed documents had been received?

I would like an explanation for the following:

• How could my daughter’s application, submitted together with mine, be processed successfully while my application was withdrawn despite my requested documents being delivered on time?

Despite this, I later received notification that my OCI application had been withdrawn and returned because the requested documents were allegedly not received.

My daughter’s OCI application, which was submitted at the same time, continued to be processed and was ultimately approved without any issues.

On the same day my application was received, I received an email requesting additional documentation for my OCI application. I received a second email on July 10, 2026, requesting the same document. My daughter’s OCI application, which was submitted at the same time, continued to
