Naṣīr al-Fahd in Al-Fatāwā al-Ḥāʾiriyah, pages 35-36:

He was asked: Do competitions and the rules within them fall under “judging by other than what Allāh has revealed”? And if so, what is the ruling on those who engage in them, practice them, and acknowledge them, including the referees?

He replied: “The principle is that whoever judges between two—even children in marbles or shooters in shooting—is a judge, as established by the Ṣaḥābah and narrated by the scholars such as Shaykh al-Islām and the Imams of the daʿwah. It is not permissible for any judge to rule except by the judgment of Allāh and His Messenger ﷺ.

So know that the referee in sports competitions is a judge who rules by other than what Allāh has revealed, ruling by FIFA’s laws—may Allāh curse them. For example, if a player intentionally hits another, the ruling in Sharʿī law is qisās (retaliation), whereas their ruling is a red card. Ruling by other than what Allāh revealed is disbelief. This is one of those matters in which the ‘maʿrūf’ (good) has become ‘munkar’ (evil), and the ‘munkar’ has become ‘maʿrūf’. And Allāh is the One whose help is sought.”
