401ks are tax deferred so not sure why you think those are relevant.

I agree that sounds tricky to implement. But, I think the idea is that you could offset unrealized capital losses with unrealized capital gains.
A wealth tax is a tax on your current wealth. Like real estate tax works.

Most Americans pay more in taxes in a year than their wealth grows because of expenses. i.e. >100%
Point being, the system is profoundly unfair.
