احتجاج پہلے بھی ہوتے تھے لیکن کنٹینرستان انہی جوکروں کی ایجاد ہے۔
کوئی 1 چیز بتائیں جس پر حکومت کی رٹ یو۔
ہر ہسپتال میں ہزار ڈیڈھ ہزار آسامیاں خالی ہیں ۔۔ ہسپتال کے عملے پر بوجھ زیادہ ہے ۔۔۔بلکہ چھوٹی سطح پر عملہ ڈیلی ویجز پر ہے ۔ عملے کو مہینوں تنخواہیں نہیں ملتیں ۔
بس اس ملک میں ایک فیصد ایسا طبقہ ہے جس پہ بے دریغ لٹایا جا رہا ہے ۔باقی ضروریات بھاڑ میں جائیں
یہ آئین کے آرٹیکل 4 سب آرٹیکل 2Cکو پاکستان پریژن رولز 1978 کے رول نمبر 197 کے ساتھ مل کر پڑھ لیں، یہ مکمل مسودہ ہے۔۔۔ آئین کا آرٹیکل 4 سب آرٹیکل 2C کہتا ہے کہ کسی کو بھی ایسا کام کرنے پر مجبور نہیں کیا جا سکتا کہ جس کی قانون میں اجازت نہ دی گئی ہے اور پریژن ایکٹ 1894 کے ماتحت بننے والے پاکستان پریژن رولز 1978 کا رول 197 کہتا ہے کہ ایسا قیدی جس کی کسی بیماری کا علاج جیل ہسپتال میں ممکن نہ ہو، اس قیدی کو جیل ہسپتال سے باہر صرف سول ہسپتال میں منتقل کیا جا سکتا ہے۔ پرائیویٹ ہسپتال میں پرائیویٹ ڈاکٹروں کی نگرانی میں علاج کی سہولت آئین کے کسی آرٹیکل اور قانون کی کسی شق میں موجود نہیں ہے۔
ویسے تو سارے ہی مجھ سے زیادہ پڑھے لکھے اور لائق ہیں، بالخصوص انتہائی معزز جج صاحبان لیکن پھر بھی سوچا کہ عوامی آگاہی ضروری ہے بتانا کہ عمران خان کی صحت کی بابت کیا سپریم کورٹ کا فیصلہ آئین و قانون کے مطابق ہے یا نہیں۔
سر۔۔۔۔ آپ کو کس نے کہہ دیا کہ یہ سارے سیاسی قیدی ہیں؟ کیا کسی عدالت نے ڈکلیئر کیا ہے کہ یہ سارے سیاسی قیدی ہیں؟
کیا پاکستان پریزن رولز میں سیاسی قیدی کی تعریف لکھی گئی ہے؟
کیا دی پریژنر ایکٹ 1900 یا پریژن ایکٹ 1894 میں کہیں سیاسی قیدی کی تعریف واضح کی گئی ہو؟
دنیا کے کسی قانون میں سیاسی قیدی کی اصطلاح موجود نہیں ہے تو پھر ہم سب کون ہوتے ہیں ماورائے قانون ایسی اصطلاح استعمال کرنے والے؟
اور سب سے اہم بات یہ ہے سر کہ پاکستان میں پاکستان میں رائج آئین اور قوانین ہی لاگو ہوتے ہیں، دنیا کے نہیں۔
President Zardari felicitates Indonesian leadership on Independence Day
President Asif Ali Zardari has extended felicitations to the President of the Republic of Indonesia, Prabowo Subianto, the Government and the people of Indonesia on their Independence Day.
The President in his letter stated that this historic occasion commemorates the spirit, resilience and determination of the Indonesian people as well as the leadership of the nation’s founding fathers in their struggle for freedom and independence.
President Zardari highlighted that Pakistan and Indonesia enjoy close and friendly relations founded on shared history, mutual trust, common faith and cooperation at bilateral, regional and international levels. He noted that over the years, the two countries have continued to expand collaboration across a wide range of areas including trade, investment, defence, health, education and people-to-people exchanges.
The President expressed confidence that the momentum generated by President Prabowo Subianto’s visit to Pakistan last year will further deepen cooperation between the two countries for their mutual benefit. He conveyed his best wishes for the continued peace, progress and prosperity of the people of Indonesia.

لیکن بیوروکریٹس کو اس پوزیشن میں کون لایا کہ وہ حکمرانوں کو بھی کما کر دیں اور خود بھی کمائیں اور ان کے اوپر حاکم بن جائیں۔
مجھے یاد ہے 2013 میں نواز شریف وزیراعظم بنے تو چین کے ایک دورے میں کہا انہیں سینئر بیوروکریٹس نہیں چائیں جو قاعدے قانون کی بات کریں۔
انہیں go getters افسران درکار ہیں۔انہیں قانون قاعدے سمجھانے والے نہیں چاہیں بلکہ وہ چاہیں جنہیں ہم جو کچھ کہیں وہ کر گزریں۔
احد چیمہ صاحب شاید اس وقت گریڈ 18/19کے افسر تھے۔وہ ان کے ساتھ بیٹھے تھے۔ آج وہی احد چیمہ آپ کے ساتھ کابینہ میں وفاقی وزیر ہیں اور اپنے سب سینئرز کے باس ہیں۔ چیمہ صاحب اپنے جوئنیر اور سینرز سب کے رول ماڈل ہیں۔
یہ صرف ایک مثال ہے۔ گریڈ سترہ کے اے سی کو گریڈ انیس کے ڈپٹی کمشنر کے عہدے کا چارج دینے کا رواج شہباز شریف نے ڈالا کہ پھر جوینئر افسر کچھ بھی کر دے گا۔ ڈی سی کو کمشنر کے عہدے کا چارج دے دیا۔ اٹھارہ گریڈ والے کو بیس گریڈ کی پوسٹ کا چارج دے کر بٹھا دیا۔
انہی بابوز کے زریعے ہی ساہیوال اور پورٹ قاسم کے کوئلے پلانٹس میں سات سات ملین ڈالرز کی اوورانواسنگ دکھا کر لمبا مال کمایا گیا۔ آپ کو تو پتہ ہوگا وہ پلانٹس کس کے ہیں کہ آپ اس وقت وزیر واٹر اینڈ پاور تھے۔ نہیں علم تو کسی دن اپ اپنے کولیگ وزیر محمد علی کی انرجی پر ہوش ربا رپورٹ پڑھ لیں کہ کیسے ان بیوروکریٹس کی مدد سے ٹیرف لیا گیا تھا۔
پھر فیڈرل لیول پر نواز لیگ کا ماڈل ہے کہ اہم عہدوں پر ایم ڈی/سی ای و یا چیرمین نہ لگائو بلکہ کسی جونئنر کو ایکٹنگ چارج دے دو اور پھر دھڑلے سے کام کرائو۔ ابھی بھی آوگرا کا فل ٹائم چیرمین لگانے کی بجائے ایک بیوروکریٹ کو چارج دے رکھا ہے۔ ہمارے حکمران اکثر کاروباری ہیں اور ان کو بابوز کی ضرورت رہتی ہے سال میں دو دفعہ انہوں نے شوگر کی ایکسپورٹ تو کبھی امپورٹ منظور کرانی ہوتی ہے۔ دونوں کا الگ الگ فائدہ ہے۔خاندانی کاروبار کے دیگر معاملات بھی انہوں نے دیکھنے ہوتے ہیں۔
آپ کی مہربانی آپ کبھی کبھار ایسی باتیں کہہ دیتے ہیں۔ دوسرے وزیروں کی طرح آپ بھی خاموش رہ سکتے ہیں۔
میری کچھ سیاستدانوں کے بارے ہمیشہ خواہش رہی کہ وہ کبھی حکومت میں وزیر نہ ہوتے۔ وہ اپوزیشن میں ہی رہتے تو اس ملک اور عوام کا زیادہ بھلا کرسکتے تھے۔ آپ کا شمار بھی انہیں میں کرتا تھا۔ وزیر بننے سے ہوسکتا ہے انہیں یا ان کی سیاست کو فائدہ ہوا ہوگا لیکن عوام اور جمہوریت کو نقصان ہوا کہ ایسی آوازیں نہیں اٹھتیں. وزیر بن کر کمپرومائز ہو جاتی ہیں۔
باقی شہباز شریف ماڈل ہی بیورکریٹس کے زریعے اپنی سیاسی یا خاندانی کاروباری ترقی کا راز رہا ہے۔ بابوز اگر شریف خاندان کے علاوہ نہیں چل سکتے تو شریف حکمران بیوروکریسی کے بغیر نہیں چل پاتے۔دونوں ایک دوسرے کے لیے لازم و ملزوم ہیں۔ ان دونوں کی ترقی ایک دوسرے سے جڑی ہے۔ ایک کو زوال تو دوسرے کو زوال، ایک عروج پر تو دوسرا خودبخود عروج پر۔ ان بابوز نے ریاست سے زیادہ حکمران کی خاندانوں کی ذاتی وفاداری کا حلف لے رکھا ہے۔ ان کا عروج و زوال ان سے جڑا ہے۔ اب ہر گریڈ بیس کے سمجھدار افسر نے ایک ایک وزیر ڈھونڈ رکھا ہے جو ان کی ترقی اور پوسٹنگ کا خیال رکھتا ہے۔ سب کماتے، کھاتے اور خوشی خوشی رہتے ہیں۔
"ونڈ کھا، کھنڈ کھا" ایک مشہور کہاوت ہے۔ اس کا مطلب ہے کہ مل جل کر کھانا، بانٹ کر کھانا اور خوشی سے زندگی گزارنا بہتر ہے۔اس سے مراد رواداری، سخی پن اور آپسی پیار محبت کا جذبہ ہے۔
سیاستدان اور بیوروکریٹس بھی ونڈ کر کے کھنڈ کھاتے ہیں۔

صدرِ مملکت آصف علی زرداری نے وزیراعظم کی جانب سے بھجوائی گئی متعدد سمریوں کی منظوری دے دی۔
صدرِ مملکت نے مسلح افواج اور سول آرمڈ فورسز کے 1,172 اہلکاروں کو فوجی اعزازات دینے کی منظوری دے دی۔
صدرِ مملکت نے 17 اگست کو قومی اسمبلی کااجلاس شام ۵ بجے اور سینیٹ کا اجلاس شام ۴ بجے طلب کرنے کی منظوری دے دی۔
صدر زرداری نے یومِ آزادی اور عید میلاد النبی ﷺ کے موقع پر اہل قیدیوں کی سزاؤں میں 100 روز کی خصوصی معافی کی منظوری بھی دی۔
صدرِ مملکت نے مختلف سول شعبوں سے تعلق رکھنے والے شہریوں کو قومی اعزازات دینے کی منظوری دی۔

We also renew our solidarity with the people of Indian Illegally Occupied Jammu and Kashmir and reaffirm our support for their legitimate struggle for their rights. Pakistan will continue to support a peaceful resolution of the Jammu and Kashmir dispute in accordance with the aspirations of its people and the relevant United Nations resolutions.
On this occasion, I also want to reiterate that despite historical differences, we have always respected and supported the national sovereignty of our neighbour Afghanistan and expect the same reciprocity. It is sad that the current interim regime of Afghanistan is allowing and supporting a cocktail of terror groups to use their soil for launching attacks against neighbouring countries including Pakistan. It is sad the Taliban regime of Afghanistan is collaborating with India in launching terror attacks against Pakistani civilians and security personnel. They are doing this to distract us from the peace building efforts of Pakistan, recognised by entire world.
I warn them to stop these evil actions against the people of Pakistan and assure all and sundry that the armed forces of Pakistan are capable of defeating these evil designs.
On this Independence Day, I call upon all Pakistanis to contribute to the country’s progress in whatever field they serve.
May Allah Almighty protect Pakistan, grant peace and prosperity to our people, strengthen our country and guide us towards a better future.

Message from the President of Pakistan, Asif Ali Zardari on 79th Independence Anniversary
On the occasion of the 79th Independence Anniversary of Pakistan, I extend my heartfelt greetings to all Pakistanis at home and abroad.
14 August is a day when we remember the sacrifices that made Pakistan possible. We pay tribute to Quaid-e-Azam Muhammad Ali Jinnah, the leaders and workers of the Pakistan Movement and all those who gave up their homes, security and livelihoods in the struggle for a homeland.
But independence is not only a historic achievement. It is also a responsibility that each generation must carry forward. The Pakistan that was created through the democratic will of its people must continue to grow stronger, more secure and more prosperous. Our task is not only to remember what earlier generations achieved, but to add to it through our own work.
The past year has reminded us of the strength of the Pakistani nation. The events surrounding Marka-e-Haq demonstrated that Pakistan seeks peace, but also possesses the resolve and capacity to defend its sovereignty and national interests. The security and stability we enjoy today have come at a great cost. On this Independence Day, we pay tribute to the martyrs of our Armed Forces, law enforcement agencies and police, and honour the sacrifices of their families. Their courage and commitment have helped safeguard our nation against external aggression and the threat of terrorism. The people of Pakistan remain deeply grateful for their service.
Pakistan’s role in the efforts to facilitate dialogue in the region is an important example of this responsibility. Pakistan has effectively used its channels of communication, its geographical location and diplomatic capital to encourage dialogue and de-escalation at a time when wider conflict could have serious consequences for the region and the world.
Pakistan’s approach is clear. We believe that disputes, no matter how serious, must ultimately be addressed through dialogue and diplomacy. Our security is linked to the peace and stability of our neighbourhood and the world at large. Pakistan will continue to support efforts that reduce tensions, protect regional stability and create conditions for cooperation.
This is also a time to look inward and focus on the work that will determine Pakistan’s future. We must strengthen our economy, create greater opportunities for our young people, improve education and skills, strengthen institutions through series of governance, economic and social reforms to ensure that the benefits of development and democracy reach every part and community of the country.
Pakistan’s greatest strength is its young people. Across the country and around the world, they are demonstrating their talent in science, technology, business, education and the creative industries. Our responsibility is to give them the education, skills and opportunities they need to realise their potential. By investing in our youth today, we are investing in Pakistan’s future.
For ordinary Pakistanis, national progress is measured in practical terms. It means a young person finding the skills and opportunity to build a career. It means a family being able to access quality education and healthcare. It means farmers, workers, traders and businesses being able to plan for the future with greater confidence. The strength of Pakistan will ultimately be judged by whether our national progress improves the lives of its people.

President Asif Ali Zardari has expressed deep grief over the sad demise of former Chinese Premier Zhu Rongji.
“We extend our heartfelt condolences to the leadership and people of our Iron Brother on the passing of Premier Zhu Rongji. Pakistan has lost one of its good friends today,” the President said.
“Our hearts go out to the bereaved family. We share their grief at this sad moment and express our solidarity with President Xi Jinping and the people of China. Premier Zhu’s contribution to cementing the strategic partnership between our two countries will always be remembered,” President Zardari stated.

President Zardari stresses stronger UN partnership on development and climate resilience
President Asif Ali Zardari has emphasised further strengthening Pakistan’s partnership with the United Nations, particularly in sustainable development, climate change, poverty alleviation, education and social protection.
The President expressed these views during a meeting with United Nations Resident Coordinator in Pakistan Mr Mohamed Yahya, who paid a farewell call on him at Aiwan-e-Sadr.
President Zardari said Pakistan highly values its close and multifaceted cooperation with the UN and reaffirmed the commitment to working with the UN Country Team in advancing national development priorities.
The President appreciated the UN’s sustained support for Pakistan’s polio eradication efforts as well as maternal, newborn and child health and nutrition services, including through the Benazir Nashonuma Programme.
He appreciated OCHA’s role in coordinating international humanitarian assistance and supporting Pakistan during major climate-related disasters. He said Pakistan values continued engagement with OCHA in a manner that supports national systems and reinforces government-led disaster response.
The President said Pakistan remains committed to sustainable development and addressing the adverse impacts of climate change. He appreciated initiatives including the Living Indus Initiative and Recharge Pakistan and expressed the hope that the UN would continue supporting Pakistan’s efforts to mobilise development and climate finance. He also expressed confidence that Pakistan and the UN would continue making progress under the UN Sustainable Development Cooperation Framework 2023-27.
Mr Yahya informed the President that he had been appointed Assistant Secretary General for the Office for the Coordination of Humanitarian Affairs (OCHA) and was expected to take up his new position by September 2026. President Zardari congratulated him on his new assignment, conveyed his best wishes and assured him of Pakistan’s full support.
