When connected on call, he was rude, unprofessional, and refused doorstep delivery, asking me to come outside late at night instead. This happened in front of your support executive.

Is there any specific provision under the Companies Act, 2013 or MCA regulations stating that a fresh Section 8 Licence is not required upon change of name of a Section 8 Company, and that the original licence continues to remain valid?

The only solution provided was to return the product. That's not a resolution, it's simply shifting the inconvenience to the customer.
