Illicit arms trafficking refers to the illegal trade, transfer, importation, exportation, or movement of weapons, ammunition, and related goods in violation of national laws or international agreements.
Under the standards of the Financial Action Task Force (FATF), illicit arms trafficking is recognised as a predicate offence for money laundering because it generates illicit proceeds and creates significant financial crime risks.
This crime intersects with the three pillars of financial compliance:
Anti-Money Laundering (AML): Illegal arms sales generate substantial profits that traffickers attempt to conceal through shell companies, complex transactions, and trade-based money laundering schemes.
Combating the Financing of Terrorism (CFT): Terrorist and insurgent groups often obtain weapons through illicit networks, making the financial flows used to purchase those weapons a form of terrorist financing.
Countering Proliferation Financing (CPF): Illicit arms trafficking can also facilitate sanctions evasion and the movement of dual-use goods that may support prohibited military programmes.
Why does this matter to financial institutions?
Because financial institutions play a critical role in detecting suspicious transactions linked to illicit arms trafficking. Red flags may include dealings involving high-risk jurisdictions, vague descriptions of goods, and unusually complex supply chains.
The bottom line: Illicit arms trafficking fuels money laundering, terrorism financing, and proliferation risks. Detecting and disrupting its financial networks is essential to protecting national and global security.

In a show of Nigeria’s leadership in financial intelligence, the @FIUNigeria hosted a three-day peer-learning study tour for the Financial Intelligence Unit of The Gambia (FIU-Gambia), focused on strengthening supervision of Designated Non-Financial Businesses and Professions (DNFBPs).
The Gambian delegation, led by the Director of the FIU, Alagie Darboe, engaged with NFIU experts to understudy Nigeria’s risk-based AML/CFT framework.
Welcoming the team, NFIU CEO Hafsat Abubakar Bakari described the visit as a milestone in regional collaboration, highlighting Nigeria’s robust DNFBP supervisory structure and innovative digital compliance platform.
Darboe commended the NFIU’s results-driven systems, while Professor Abdullahi Y. Shehu, Coordinator for SECFin Africa Programme, praised the role of NFIU in advancing financial integrity across the region.
The visit aimed at strengthening bilateral cooperation and enhancing The Gambia’s AML/CFT supervisory capacity.
The Gambian delegation also visited SCUML and engaged with key self-regulatory bodies, reflecting Nigeria’s coordinated, multi-agency approach.

In this episode, we examine human trafficking and migrant smuggling as predicate offences to money laundering and their links to AML/CFT/CPF frameworks.
These crimes generate illicit proceeds that are often concealed through cash-intensive businesses, remittances, shell companies, wire transfers and other complex financial channels. Their transnational nature also creates risks linked to organised crime, terrorism financing and proliferation financing.
Key red flags include unexplained cash flows, suspicious international transfers, structured payments, use of third parties, shell companies and purchases inconsistent with declared income.
Financial institutions and reporting entities are encouraged to strengthen customer due diligence, monitor suspicious transactions and support efforts to detect and disrupt these criminal networks while protecting victims.

In this episode, we examine sexual exploitation as a predicate offence in Anti-Money Laundering, Countering the Financing of Terrorism and Countering Proliferation Financing (AML/CFT/CPF).
Sexual exploitation crimes such as human trafficking, forced prostitution, and child sexual exploitation generate huge illegal profits that criminals attempt to disguise through the financial system. These proceeds may pass through cash-intensive businesses, shell companies, online platforms, prepaid cards, crypto exchanges and cross-border transfers in an effort to conceal their origin.
Financial institutions and reporting entities must remain alert to red flags including unusual cash deposits, rapid movement of funds, third-party accounts, inconsistent business activities and complex ownership structures linked to high-risk sectors.
Through customer due diligence, transaction monitoring, suspicious transaction reporting and collaboration with law enforcement agencies, financial institutions play an important role in disrupting trafficking networks and protecting the integrity of Nigeria’s financial system.
The fight against money laundering is also a fight against human trafficking, organised crime and the exploitation of vulnerable persons.

GIABA Commends Nigeria’s Early Readiness for Third Mutual Evaluation
Nigeria’s preparations for its 2027 Third Mutual Evaluation Exercise received strong commendation at the 45th Plenary of the @GiabaEcowas, held in Côte d’Ivoire, with member states acknowledging the country’s proactive approach and sustained commitment to strengthening financial integrity.
Leading Nigeria’s delegation, Chief Executive Officer of the @FIUNigeria, Hafsat Abubakar Bakari, reaffirmed the country’s commitment to strengthening its Anti-Money Laundering and Counter-Financing of Terrorism (AML/CFT) framework. She disclosed that dedicated inter-agency working groups have already been activated to coordinate preparations ahead of the evaluation, while the review of Nigeria’s National Risk Assessment has formally commenced. She also highlighted ongoing legislative and institutional reforms aimed at improving compliance with international standards and enhancing the effectiveness of Nigeria’s financial intelligence and enforcement systems.
According to Bakari, Nigeria remains focused on building a stronger and more resilient AML/CFT regime through collaboration among regulatory agencies, law enforcement institutions, and relevant stakeholders. She noted that early preparation is critical to ensuring the country demonstrates measurable progress in addressing financial crimes and maintaining confidence in its financial system.
GIABA recognised Nigeria’s early preparations as a strong signal of the country’s commitment to protecting its financial system from illicit financial flows and strengthening regional cooperation against money laundering and terrorist financing across West Africa. The commendation also reflects growing confidence in Nigeria’s efforts to align with global best practices while contributing meaningfully to collective regional action against financial crime.
Stakeholders in Nigeria’s Anti-Money Laundering, Counter-Financing of Terrorism and Counter-Proliferation Financing (AML/CFT/CPF) framework have renewed commitment to strengthen coordination ahead of upcoming mutual evaluations.
The commitment was made at the 12th meeting of the Regulatory Coordination Sub-Committee (RCS) of the Inter-Ministerial Committee on AML/CFT/CPF under the leadership of the @SECNigeria recently hosted by the @cenbank in Abuja.
The meeting brought together key regulators across the financial and non-financial sectors to review Nigeria’s preparedness for the September mock assessment and the formal Mutual Evaluation Exercise scheduled for next year, with a focus on closing identified compliance gaps and improving system effectiveness.
Technical discussions led @FIUNigeria’s Head of Other Financial Institutions, who is also Secretary of the RCS, focused on strengthening compliance feedback mechanisms and assessing reporting entities under regulators including the CBN, SEC, NAICOM, PENCOM and SCUML.
Key review areas included registration on the Nigeria Sanctions Committee (NigSAc) and goAML platforms, beneficial ownership disclosures, and the quality of Suspicious Transaction Reports (STRs).
The meeting reaffirmed Nigeria’s commitment to improving inter-agency coordination, enhancing compliance quality, and strengthening the integrity of the financial system ahead of critical international assessments.

I have written an open letter calling for urgent intervention over the alleged illegal detention and denial of food and medical care to Mallam Nasir El-Rufai. Justice, fairness, and humanity must prevail.
I rarely comment on what is not my business. But as the Representative of Kaduna North, the affairs of the state regardless of my political affiliation is my business. I would like to publicly commend and acknowledge an affable and decent young politician that has helped many vulnerable people in Kaduna North, Hon. Abdulazeez Kaka, @Abunaah. Regardless of anyone’s personal feelings towards him, he has carried out numerous initiatives that have benefitted some of the most vulnerable members of our Kaduna North. His skill acquisition programs targeting young women stands out the most for me. And I am sincerely proud of him. These acts have eased the burden on me as the elected Representative of Kaduna North and I have always told him this. God knows best, but remember that you embody the courage and boldness that is rising among many young people in Nigeria. We are proud of you. No one that supports us should ever publicly or privately mock his efforts. As God is my witness, I do not accept it. I end with this quote.

BREAKING: Timi Frank Alleges Plot to Eliminate El-Rufai, Calls for Immediate Release of Tunde Ayeni, Seeks US Intervention
Former Deputy National Publicity Secretary of the APC, Timi Frank, has alleged that there are covert plans within sections of Nigeria’s security establishment to eliminate former Kaduna State Governor, Nasir El-Rufai, while also calling for the immediate release of businessman Tunde Ayeni.
In a statement issued on Sunday, Frank claimed he received information from what he described as a “reliable source within the security agencies” alleging that some officials within government circles were plotting against El-Rufai.
“I received a troubling call from a reliable source within the security agencies alleging that there are plots to eliminate Nasir El-Rufai — a strategic plan allegedly orchestrated by top appointees within the government and the presidency,” Frank stated.
“According to the information, he may be administered a harmful substance and thereafter released so that any eventual death would not occur in custody.”
Frank urged security agencies and relevant authorities to ensure the safety of the former governor, warning that any harm suffered by El-Rufai after release from detention would raise serious concerns.
“This alleged plan must be stopped immediately. I must clearly state that if anything happens to El-Rufai, even after his release from detention, the government, top appointees involved, and any judge who may have collaborated in the process should be held responsible,” he said.
The political activist also alleged that some judicial officers were participating in what he described as prolonged detention through restrictive bail conditions.
“There are also allegations that some judges have agreed to participate in the illegal detention of these individuals by ensuring they are either denied bail or subjected to excessively stringent bail conditions,” he added.
Frank argued that El-Rufai’s continued detention was politically motivated because of his influence and role during the 2023 presidential elections.
“They understand El-Rufai’s political relevance, influence, and what he knows, especially considering that he was part of the political structure that worked toward the election of President Bola Ahmed Tinubu during the last election,” he said.
While expressing support for anti-corruption efforts, Frank insisted that investigations and prosecutions must not be selective.
“I must state that I support the fight against corruption, but it must be fair, balanced, and free from political witch-hunts,” he stated.
“El-Rufai’s case is widely perceived as a witch-hunt, as he has remained incarcerated for over four months for allegations that are ordinarily bailable offences. Meanwhile, in other cases involving politically exposed persons, suspects reportedly walk in and out of the EFCC as a mere formality.”
Frank questioned why some former governors facing corruption allegations were allegedly treated differently.
“Senator Ifeanyi Okowa, who was accused of massive financial misconduct allegedly running into trillions, is presently contesting elections freely for the position of Senator after aligning with the ruling party.
“Is El-Rufai the only former governor in Nigeria?
“What happened to the cases involving former governors such as Ifeanyi Ugwuanyi, Yahaya Bello, and Samuel Ortom, all of whom at different times faced allegations concerning public funds, yet continue to move freely, with some even receiving appointments?” he asked.
Frank further alleged that anti-corruption agencies were engaging in “selective prosecution and political intimidation” targeting both El-Rufai and Ayeni.
“For instance, Tunde Ayeni has been discharged by the courts in previous cases brought against him by the EFCC. There are concerns that he is being targeted because of perceived political affiliations and sympathy for the opposition,” he said.
