If a passenger's reservation is confirmed, the PNR is verifiable, the name appears in the chart, and identity is established through a valid ID, should the passenger still be treated differently simply because a physical counter ticket is unavailable?

Why are counter-ticket passengers treated differently from e-ticket passengers by Indian Railways?
My father (55 years old) was travelling on a confirmed reservation.
✅ PNR available
✅ Name present in reservation chart
✅ Original Government ID available
✅ Reservation verifiable in railway database
But because the ORIGINAL COUNTER TICKET was not physically available, fresh fare was demanded.
This raises an important policy question.

I am requesting Indian Railways to examine whether verified PNR + verified identity should be sufficient in cases where the original counter ticket is unavailable.

I was travelling on Train No. 11402 under PNR 6704422148. Due to non-availability of the original counter ticket, EFT No. J683115 was issued and payment of ₹5,820 was demanded.
I made the payment through the railway payment link provided to me at 1:37 AM. The payment was successful and ₹5,820 was debited from my account.
I was then informed that the payment had not been received and was asked to make the payment again. Accordingly, a second payment of ₹5,820 was made at 2:11 AM, which was also successfully debited from my account.
As a result, a total amount of ₹11,640 has been collected against a single EFT of ₹5,820.
Transaction Details:

Sir, I understand that original physical ticket is mandatory for a reserved counter ticket.
However, my concern is different.
I fully cooperated with the TTE and made the payment demanded through the official railway payment link provided to me. An amount of ₹5,820 has been successfully debited from my bank account and the transaction status is showing as completed.
Despite the successful debit, I was informed that the payment had not been received.
My request is to kindly verify:
Whether the payment of ₹5,820 has been credited to Indian Railways.
Why a successful transaction was not reflecting in the system at the time of payment.
Confirmation that no duplicate payment or further recovery will be demanded from me.

I am lodging a serious complaint regarding the handling of my case by TTE Mr. Sujeet Kumar Sinha on Train No. 11402 Pune Express.
I was travelling on a confirmed reservation under PNR 6704422148 in Coach B1. My reservation was duly confirmed, my name was present in the reservation chart, and I was carrying my original government-issued ID proof matching the reservation details. The PNR and reservation details were fully verifiable in the railway system.
Since the original counter ticket was not available with me, I was informed that I would have to pay the fare again despite being a genuine confirmed passenger. I cooperated fully and agreed to follow the instructions given by the TTE.
Thereafter, I was provided a payment link for making the required payment. Acting on the instructions of the TTE, I made a payment of ₹5,820 through UPI. The amount was successfully debited from my bank account and the transaction status was shown as "Completed". The payment was made to Indian Railways and a valid UPI transaction ID was generated.
However, even after the successful debit of ₹5,820 from my account, I was informed that the payment had not been received. This placed me in an extremely distressing situation during the journey. As a passenger, I should not be subjected to uncertainty after making a successful payment through the payment method provided by railway authorities.

Why a confirmed passenger with verifiable reservation details and valid ID proof was compelled to make such payment.
Why a successful payment made through the provided railway payment mechanism was allegedly not reflected.
Whether the payment has been correctly credited to the railway system.
Whether the actions taken by the concerned TTE were in accordance with railway rules and passenger service standards.
Appropriate action to prevent passengers from facing similar harassment and inconvenience.
I am attaching the payment confirmation screenshot showing successful debit of ₹5,820 for verification.
Kindly investigate the matter urgently and provide a written response regarding the status of my payment and the action taken.
There’s a lot of noise around the India–US trade deal, but one thing is clear the White House quietly revised its fact-sheet. “Committed $500B purchase” was changed to “intends”, and references to pulses and agriculture were removed.
