My view on why patients stay >21 days:
1) Clinicians/therapists won't let go
2) Inter agency funding disputes
3) Waiting for Packages of Care
4) Homelessness
5) Family challenges
Be clear; it's not because they're sick, although many become so whilst waiting on [1] to [5] above.
