📌He cites the failure of the Luanda and Nairobi processes, saying DRC’s refusal to talk directly with M23 played a major role. He sees recent changes in the U.S. stance on the matter as a breakthrough that could help shift the situation toward lasting peace.

📌He says while Rwanda was transforming, groups like the FDLR—formed by perpetrators of the 1994 genocide—were entertained and supported by successive Congolese governments. Since 2018, FDLR has launched over 20 attacks on Rwandan territory, prompting Rwanda🇷🇼 to adopt defensive military measures.
