Also, give them a flagrant 1 if the offensive player is off the ground. Make it a riskier play for the defense and they will make less attempts at a cheap charge

But bang-bang plays should always go in favor of the offense, which it usually did up until replay. Otherwise it encourages defenders to just throw their body in front of guys at the last second.
